This position is funded by a six-year CDBG-DR grant from Housing and Urban Development and is subject to the
availability of those funds. Employment in this role is contingent upon the successful continuation of the grant. This
position is expected to last for the duration of the grant project, which is currently scheduled to end on May 31, 2031.
This classification performs professional duties related to Grant Fiscal Management, including information tracking, funds analyses, invoicing, and reporting; supervisory / administrative; and internal / external policy and Project Administration.
Working Conditions
Indoor / office situation; high noise environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance.
Job Description
Essential Functions :

Develops and implements a reporting system for grants to include milestone scheduling, project progress narratives, and event tracking.
Develops reporting systems and collects all financial information regarding the budgets of active grants, budget revisions, or amounts available to be reimbursed in the future or reprogrammed to another project.
Responsible for coordinating with appropriate staff the FTA reporting requirements, responsibilities, and timeline for delivery of required quarterly report.
Aids project managers, and senior management in the analysis of grant and IGA project performance and in the development of corrective measures as required; independently conducts grant analyses to assist staff and project managers.
Prepares necessary information to support grant revisions, amendments, and closeouts.
Researches and identifies potential problem areas, conducts appropriate analysis, and recommends potential solutions.
Maintains schedule of grant application deadlines and requirements.
Ensures full compliance of all proposals with grantor requirements as to content, format, and documentation.
Researches and maintains active involvement in grant program areas to stay current with laws and regulations.
Meets grant contract requirements by preparing or facilitating accomplishment of program activities.
Manages grants fiscal operations. Compiles and analyzes project, grant, and financial data. Develops, monitors, and reviews complex financial calculations and reports.
Performs month-end reconciliations. Establishes financial controls and systems for new grants / programs. Make recommendations for corrections or budget transfers when needed. Maintains data files.
Prepares forecasts, projections, trends, revenue, and cost analyses. Prepare department expense trend analysis. Prepare databases to generate adequate grant and project reports for executive management.
Serves as the liaison between the County and funders.
Interprets Federal, State and County regulations and guidelines on programmatic and administrative matters pertaining to grant programs.
Establishes and maintains systems for contract monitoring, bid specification review, grant preparation and contract writing pertaining to grants.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
Bachelor's degree in a field related to Social Science, environmental science, Business, or Public Administration.
Three (3) years' experience in a position related to grants development, management, and / or administration.
Equivalent combinations of education and experience may be considered.
Valid Florida driver's license obtained within 30 days from date of hire.

Experience in grant administration pertaining to the natural sciences preferred (only applicable for Natural Resources particularly).
Knowledge, Skills, and Abilities :
Knowledge of principles and practices of contract management, grants administration and budgeting.
Knowledge of up to date / extensive Federal, State County funding sources and requirements.
Ability to perform research and analyze data.
Ability to communicate orally and in writing with clarity and conciseness.
Ability to perform analytical work carefully and accurately.
Ability to establish and maintain effective working relationships as necessitated by work.
