General Information
Work Location: 2101 47th Terrace East Bradenton, Florida 34203
Work Hours: Monday - Friday 8am -5pm
Performs management level work in the Manatee County Health Services Division, requiring strong leadership, coordination, relationship building, and management skills. Incumbent in this position coordinates County funded health care programs, monitors the community health care delivery system, and gathers, prepares, and develops meaningful information about population demographics and service delivery models. Incumbent will also analyze services, service use, and policies, for opportunities to enhance the delivery of healthcare within the County and is expected to collaborate with community groups, other government agencies, and internal departments.
This position reports to the Health Information Services Manager and requires an understanding of healthcare systems and program management.
This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.
Working Conditions
Typical indoor office environment. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Periodically required to work other than normal business hours.
During an emergency or crisis situation such as hurricanes or floods, you will be expected to respond and carry out recovery responsibilities as assigned by your immediate supervisor. All employees are required to contribute before, during, and after emergencies. In such instances, you might temporarily undertake tasks beyond the usual scope of your role, location, and work schedule, all geared toward meeting the needs of the County and its residents.
Job Description
Essential Functions:

Maintains close working relationships with community health agencies, professional organizations, community groups, and health care service providers in the County to gather and share information, best practices, and program designs focused on improving delivery of health care services to underserved populations.
Conducts ongoing analysis to identify deficiencies in the health care delivery system specifically for the uninsured in Manatee County regarding eligibility, access and outcomes.
Assists with developing and implementing recommendations for improvements, including access to care and community based care.
Reviews, analyzes, and develops improved systems of reporting.
Analyzes statistical data to measure effectiveness and efficiencies of current and prospective health care delivery programs.
Develops a library of information regarding health care service delivery in the County for use in developing metrics, reports, proposals, and strategies.
Assists with monitoring services contracts related to the health care system.
May identify potential grant funding for health care programs and participate in developing grant applications with system stake holders. Coordinates efforts with other public and private funders to improve the community's utilization of resources.
Engages community stakeholders, partners, and the community, representing the Health Information Services Manager in their absence.
Assists with media relations on health care related topics, as assigned.
Creates contact networks and coalitions to promote community collaboration and community input and enhance partnerships in the health care systems.
Monitors health care systems and participates in developing and implementing health care programs following evidence-based practices.
Develops, oversees and implements contractual agreements for Health Care related programs and services with non-profit agencies and state and federal entities.
Uses data to identify high utilizers of the delivery system and helps develop strategies and partnerships to reduce cost and improve outcomes.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
Bachelor's degree in Public Health, Health Sciences, Public Administration, Social Work, Nursing, or related field.
Three (3) or more years of experience in planning or policy development in the health care field.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications listed above.
