This classification performs specialized technical work associated with contractors' license, building permits, and related work. Position requires the application of good judgment and excellent customer service skills.
Sr. Permitting Tech :
Responsibilities include upgrading service levels and expediting the construction process, representing the County at Construction Trade Board hearings and formulating reports. Promotes good public relations. Progressively responsible position that will report to Permitting Development Services Manager and Supervisor of Permitting Services.
Working Conditions
Indoor / outdoor situation; high noise, high pace environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance.
Job Description
Essential Functions

All Levels :
Answers public questions; informs property owners, contractors or delegates of permitting procedures.; and accepts applications and reviews for completeness.
Basic GIS knowledge.
Reviews for completeness, accepts and processes permit applications. Issues permits once all reviews are completed and all requirements are met.
Assists contractors and the public in obtaining building permits or contractors licenses; ensures compliance with established permitting codes, regulations, statutes, ordinances, policies and procedures.
Performs technical operations unique to the department.
Performs data entry into a construction database system and tracks data from and to other departments and agencies.
Takes payments related to Building permits, planning records and other various departments fees. Closes out and balances cash receipts and prepares for bank deposits.
Answers phones, directs calls and takes messages; performs general clerical duties such as typing memoranda and letters. Monitors emails from public and responds as needed.
Uses basic software applications including but not limited to Microsoft Word, Excel, and Outlook
Perform data entry in construction database.
Performs other related work (including weather or extreme emergency duties) as required.
Sr. Permitting Tech :
Represents the County at Construction Trade Board hearings and formulating reports. Coordinates information from the public regarding complaints on contractors, for referral to local licensing boards and the Department of Business and Professional Regulations; coordinates information from applicants, sets up board meetings and notifies applicants and board members of such meetings.
Assist in training of Permitting Technicians.
Assist in more advanced Permitting functions. Ensures compliance with policies, procedures, and pertinent State Statutes. Satisfactorily resolves customer service issues at a level consistent with management's goals, and accurately relates policy changes to other staff and the public.
May review, edit and update section of business processes.
Prepares responses to inquiries and assists staff in resolving problems.
Establishes and maintains activity files and prepares reports, as required.
Serves as lead person and assists, train and provides direction to Permitting Technicians when necessary. Perform supervisory duties when called upon.
Minimum Qualifications
All Levels :
High school diploma or equivalent certificate of competency.
Minimum of six (6) months (within the last 5 years) of experience in general clerical or / customer service.
Career Incentive Pay : Compensation of $1.00 / hour for acquiring or holding the ICC Permit Technician Certification and must keep valid.
Equivalent combinations of education and experience may be considered.
Sr. Permitting Tech :
Minimum of one (1) year (within the last 10 years) experience in building construction management, permit processing, contractor licensing, or related field.
Required to meet Permitting Technician skill set.

Knowledge, Skills and Abilities :
Knowledge of department and division operations, pertinent Florida Statutes, and local codes and regulations related to contractor licensing or permitting processes.

Sr. Permitting Tech :
Associate degree in business related field, or another related field desired.
Prior supervisory or lead experience desired.
Government regulatory experience desired.
Knowledge, Skills, and Abilities :
Knowledge or training of flood, zoning, licensing, plans review and inspection duties.
Knowledge of modern (within the last 5 years) construction principles and practices.
Knowledge of legal aspects of a regulatory government agency.
Knowledge of, or ability to quickly learn, County, department, and division operations, including pertinent policies and procedures.
Knowledge of, and ability to understand and apply, pertinent Florida Statutes and codes and regulations related to permitting processes and contractor licensing.
Ability to effectively assist, train and supervise lower level Permitting Technicians when necessary.
Ability to read, understand and clearly relate information pertaining to plans, codes, regulations, applications / permits, etc.
Ability to establish and maintain activity files and prepare reports as requested.
Ability to make effective public presentations in a professional manner.
Ability to bend, kneel and reach.
Skill in the use of a construction database systems.
