This classification performs a variety of responsible, high level administrative and technical tasks related to the planning, development, coordination, and analysis of various departmental operations to include development and evaluation of associated data and information relevant to specific management practices, procedures, and fiscal requirements. May oversee fiscal-related duties of other staff. The duties and assignments, while similar in nature to those of the Fiscal Analyst, will be progressively more complex, requiring advanced fiscal analysis.
Working Conditions
Indoor / Office situation; high noise environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance.
Job Description
Essential Functions

Responsible for the administrative and technical tasks related to the planning, development, coordination, and analysis of various departmental operations. This includes development and evaluation of associated data and information relevant to specific management practices, procedures, and fiscal requirements.
Prepares and monitors annual departmental budget; advises various division managers and supervisors regarding budget preparation; reviews submissions for accuracy and completeness and consolidates and submits budget requests; coordinates and submits budget amendments to adjust for budget variances.
Oversees preparation of departmental expenditure documents and their processing; coordinates with Finance and vendors regarding departmental expenditures and accounts receivable; monitors and submits requests for corrections to ensure accurate accounting of departmental costs.
Performs revenue and expenditure analyses and preparation of departmental budgets including project budgetary impacts. May process payments, billings, and collections; reviews bank deposits; coordinates the design and implementation of fiscal information systems, including line-item transfers, fee collection, accounts receivable and billing.
Compiles and researches various statistical data for elected officials, county administrator, department directors, outside agencies, and general public. Compiles, researches, and analyzes various statistical data for purpose of developing procedures; prepares correspondence, memoranda and supportive documents as required.
Develops, and / or assists in developing, implementing and administering departmental policies with ongoing analysis and evaluation of operations and assigned programs related to the fiscal budget.
Reports regularly to administration regarding the financial position of the department, identifies fiscal areas needing management attention, and is an integral part of the analysis and problem-solving process.
Assists in development of departmental fiscal controls and procedures; reviews internal and external audits, coordinates activities, and assists with implementation of corrective action when required.
Develops management information systems to track performance of the division's financial management. Evaluates prospective and ongoing programs as to measurable impact and effectiveness. Recommends alternate policies and procedural changes to achieve increased efficiency and production.
Assists in the training, design and analysis of data processing systems and follow-ups necessary to the successful implementation of automated systems and website within the department.
Participates in specification development, and review and selection of vendors for departmental purchases, monitors compliance on work assignments and contracts.
Develops and coordinates FEMA reports for requirements with State and Federal Agencies and County staff after declared emergencies within Manatee County or when our department is asked to assist other jurisdictions in need.
Researches and recommends sources of additional revenue, coordinates receipt of funds and reporting requirements for grant funds or other public assistance, including documentation of costs related to funded programs, emergency relief efforts, or other similar activities; ensures conformance with applicable state and federal guidelines.
Supervises, directs, and evaluates the work of assigned staff.
Obtains all goods and services for the department.
Serves as the backup for the Director's assistant which involves administrative and Human Resources duties - Correspondence, PAF's, employee evaluations.
Serves as the backup for the department's computer liaison.
May monitor and / or prepare special projects assigned to department.
May prepare request for legal services and agenda documents for the department.
Ensures work is in conformance with applicable laws, rules, regulations, ordinances, policies and procedures.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
Bachelor's degree in business, accounting, management, or related field.
Minimum of five (5) years recent fiscal-related experience.
Minimum of one (1) year in a position involving financial planning or financial management experience.
Equivalent combinations of education and experience may be considered.

Prior supervisory experience desired.
Prior public sector fiscal or financial management experience highly desired.
Knowledge, Skills, and Abilities :
Knowledge of generally accepted principles of accounting.
Knowledge of analyzing and evaluating various County operations and functions.
Knowledge of contracting and procurement procedures and public administration methods and practices, as well as departmental functions.
Ability to understand State and Federal grant requirements and be able to coordinate with involved entities.
Ability to perform research and analyze data using statistical methods and practices.
Ability to prepare and communicate information, either orally or in writing, in a clear and concise manner.
Ability to effectively oversee the work of others.
Ability to establish and maintain effective working relationships with supervisors, associates, County officials and the general public.
