General Information

Work Location: Public Works Administration Building, 1022 26th Avenue East, Bradenton, Florida 34208

Work Hours: Monday - Friday, 7:00 am - 3:30 pm

Expected started hourly range: $23.67 - $29.59

Inspects a variety of complex infrastructure and utility construction performed by contractors for conformance to plans, specifications, standards, and regulations. Ensures new improvements constructed in County right-of-way comply with county standards and public safety needs.

Working Conditions

Indoor office and outdoor field environment. Often performs moderately strenuous work in varying and adverse weather conditions, including rain, extreme heat and humidity, and long exposure to sunlight. Traverses uneven or rugged terrain. High noise environment while performing certain responsibilities. Lifting and carrying equipment up to 50 pounds alone and up to 100 pounds with assistance. Regularly required to drive county vehicles as part of the duties of the job. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasionally required to work other than normal business hours.

Job Description

Essential Functions

These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

Inspects complex infrastructure and utility construction projects such as roadways, storm drains, water distribution, sewer transmissions and laterals, gas, electric, and cable to ensure conformance with plans, specifications, standards, and regulations.

Reviews plans prior to construction. Assists contractors, engineers, and other parties with interpretation of plans and specifications. Interprets, explains, and enforces standards and regulations firmly, tactfully, and impartially.

Checks layouts of structures and materials. Inspects work for compliance with approved plans, specifications, standards, and regulations. Generates progress reports and tracks in the Accela permitting system.

May ensure that bonding issues comply with rules and regulations.

Reviews Maintenance of Traffic (MOT) plans for compliance with signage and the safety and general welfare of the traveling public.

Monitors and enforces Traffic Control Plans for in-house and out-for-bid projects using the Federal Manual on Uniform Traffic Control Devices and the Florida Department of Transportation Series 102-600 Standards.

Serves as liaison with utility engineers, contractors, and other governmental agencies. Participates in regional activities designed to protect County facilities and promote cooperation.

Assists with tracking, maintenance progress, and closeout of ROW Use Permits using the ACCELA system.

Assists with Sunshine 811 and Florida State Statutes Chapter 556 rules and enforcement.

Notifies emergency agencies, news organizations, and the public of road closures, road construction, and detour routes.

Responds to public concerns, questions, and complaints regarding issues in the right-of-way.

Performs basic survey functions, operates survey equipment, and sets and calculates culvert pipe grades.

Strictly adheres to safety procedures to protect self, co-workers, and the general public.

Attends job-specific training classes as assigned by supervisor.

Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

High school diploma or equivalent.

Three (3) or more years of technical and trades experience in the inspection of infrastructure or utility construction. Previous code enforcement experience desired.

Mobile Video Training (MVT), Confined Space Entry, and National Pollutant Discharge Elimination System (NPDES) certifications required within six (6) months of hire.

Valid driver license required with valid Florida driver license required within 30 days of hire.

A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.

Good knowledge and understanding of the principles, methods, materials, and equipment used in complex infrastructure and utility construction.

Good knowledge and understanding of standards and policies governing infrastructure and utility construction, modifications, and repairs.

Ability to uniformly and accurately inspect assigned projects to ensure compliance with plans, specifications, standards, and regulations. Ability to recognize and report deviations.

Good knowledge and understanding of basic survey functions and survey equipment. Able to set and calculate grades.

Able to read and accurately interpret construction plans, blueprints, drawings, and specifications.

Good knowledge and understanding of basic algebra and geometry. Able to accurately calculate figures and quantities into proportions, percentages, areas, etc.

Good knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including Florida Department of Transportation Utility Accommodation Guide; Florida Department of Transportation Manual of Uniform Minimum Standards for Design, Construction, and Maintenance of Streets; and Manatee County ROW Ordinances 08-70 and 17-48.

Good knowledge and understanding of computer applications and software programs required to successfully perform job duties, including the ACCELA permitting system.

Good written and verbal communication skills and interpersonal skills to be able to interact professionally and effectively with co-workers, management, contractors, engineers, and other stakeholders.

Able to communicate information that requires explanation or interpretation.

Capable of working independently under moderate supervision.
