This classification performs professional work in planning and directing daily operations of the Construction Services Division, which performs high level management work related to County construction for Capital Improvements Program and other special projects. This position directs all phases of construction projects from conceptual development to project close out to include planning, directing, coordinating, and budget activities associated with the construction and maintenance of structures, facilities, and systems.

*NOTE: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.
Working Conditions
Indoor/Outdoor environment; high noise environment while performing certain responsibilities. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance.

Responsibilities include review and recommendations of work programs, implementation of completed assignments, and analysis relative to productivity and technical resources associated with area of assignment.
Provides technical direction to employees in the Division; ensures compliance with applicable laws, codes, standards, policies, rules and procedures.
Schedules and tracks education and training for employees in the Division.
Effectively assigns, directs and evaluates work of assigned staff; assists with supervision of other staff as necessary.
Reads, comprehends and effectively explains plans, blueprints, schematics, drawings, etc.
Communicates clearly, effectively and tactfully, orally and in writing; establishes and maintains effective working relationships with staff, contractors, officials, and the general public.
Directs budget process for area of assignment.
Performs other related work (including weather or other extreme emergency duties) as required.
Bachelors degree in architecture, building construction, or related field. Minimum of five (5) years hands-on construction field work experience in structural construction or a related systems trade.
Prior construction plans review experience highly desired.
Minimum of three (3) years supervisory or lead experience in the building trades field.
Equivalent combinations of education and experience may be considered.
Knowledge, Skills and Abilities:
Knowledge of modern (within the last three years) building construction techniques, local industry procedures, and County standards.
Ability to efficiently handle multiple priorities at the same time in a timely manner.
Ability to lift and move up to 50 pounds.
Ability to identify colors.
Skill in computer operations, including pertinent software applications and construction database systems.
Salary : $84,215 - $134,709
