General Overview:
The Texas Health and Human Services Commission (HHSC) seeks the services of 2 Systems Analyst 3 professionals (hereafter referred to as Candidates). These Candidates must meet the qualifications of Systems Analyst 3 in Applications/Software Development, with additional technical and business requirements outlined below.
All work products resulting from this engagement will be considered "works made for hire" and are the property of HHSC. Candidates will also need to submit to and satisfy criminal background checks as authorized by Texas law.
Please note: HHSC will not cover any fees for interviews or discussions during the candidate selection process.
Candidates must have prior experience working with state clients and in the Healthcare sector.
Must have a bachelor's degree in computer science or equivalent.
Candidates should have 10 years of experience, relying on judgment and expertise to plan and accomplish goals independently. This role requires handling a variety of complex tasks with considerable creativity and latitude.
- Business Analysis: Understands business objectives and problems, identifies alternatives, and performs cost/benefit analysis. Works with relevant personnel to analyze current operational procedures, identify problems, and learn about specific data input/output requirements (e.g., forms of data input, summary formats for reports).
- System Analysis: Reviews computer system capabilities, specifications, and scheduling limitations to assess whether requested program changes are feasible within the existing system.
- Programming and Development: Writes detailed user needs descriptions, program functions, and step-by-step processes for program development or modification.
Essential Skills/Experience:
- 8 years of experience in enterprise data analytics, integration, and management, with strong knowledge of data warehouse and data governance technologies.
- 8 years of hands-on experience with Informatica on-premises or hybrid administration, including installation, configuration, upgrades, and problem resolution.
- Experience with Informatica Data Governance tools including Axon, Enterprise Data Catalog (EDC), and Data Quality, both in on-premises and hybrid environments.
- API Development experience for integrating Informatica tools with other systems.
- Experience in configuring EDC and Axon including dashboards, glossaries, data quality features, and advanced scanners.
- Scripting Knowledge (e.g., Java, Python, Perl, PowerShell, Bash, SQL), including automation of system tasks, schedules, and deployment.
- SQL Expertise Proficiency in SQL, DML, and DDL for databases like Oracle, SQL Server, and Snowflake.
- Experience using Jira for project management.
- DAMA DMBOK Framework Understanding knowledge of data management best practices.
- 5 years scripting knowledge (Java, Python, Perl, PowerShell, Bash, SQL).
- Experience with Business Intelligence (BI) tools like Tableau, Power BI, or Business Objects.
- Experience with cloud infrastructure solutions, such as Azure or AWS.
- Familiarity with Single Sign-On (SSO) technologies for Informatica.
- Ability to read JSON and XML data payloads.
- Knowledge of Informatica Master Data Management (MDM).

- Background Checks: Candidates may be required to undergo criminal background checks in accordance with Texas law.
- No Interview Fees: The Texas Education Agency will not provide compensation for interviews or discussions during the candidate selection process.
- Work Outside Normal Business Hours: The candidate(s) may be required to work outside the normal business hours, including weekends, evenings, and holidays, as requested. Payment for work exceeding 40 hours will be at the hourly rate quoted, and all overtime must be coordinated and pre-approved through the Texas Education Agency.
