Description of Services:
The Texas Health and Human Services Commission (HHSC) is seeking the services of a highly skilled Applications Architect 2 to support its Project Management Office (PMO). The selected candidate will be responsible for designing, developing, and maintaining applications utilizing Microsoft PowerApps and SharePoint, with a focus on improving business processes through effective, efficient, and user-friendly solutions.
All work products resulting from this engagement will be considered "works made for hire" and remain the property of HHSC. Vendors and candidates must comply with all pre-selection requirements, including criminal background checks, as authorized by Texas law. HHSC will not cover expenses related to interviews or discussions conducted during the selection process.
Candidates must have prior experience working with state clients and in the Healthcare sector.
Must have a bachelor's degree in computer science or equivalent
Key Responsibilities:
- Application Development: Design, develop, and test robust solutions using Microsoft PowerApps and SharePoint.
- Documentation: Maintain comprehensive technical documentation and user guides.
- Collaboration: Work closely with cross-functional teams to integrate solutions effectively.
- Knowledge Transfer: Provide training and guidance to PMO staff for long-term solution maintenance.
- Product Management: Manage multiple applications, including but not limited to Project and Portfolio Management, JIRA, PowerApps, and SharePoint.
- Project Management Support: Assist in project financial analysis and training initiatives.
Expected Solutions:
- Document Management System - Develop a workflow management solution to route documents (e.g., project change requests) for review and approval. This solution should integrate with SharePoint, Active Directory, Power Automate, and Power BI.
- Project Management Automated Templates - Create an application that extracts data from project management systems and pre-fills document templates in Microsoft Word, Excel, PowerPoint, and other formats for seamless project manager access.
Each solution must meet defined acceptance criteria and produce quantifiable metrics to demonstrate improvements in operational efficiency.
Core Tasks & Expectations:
- Planning: Work with stakeholders to identify process gaps and define clear business requirements.
- Scoping: Develop a detailed scope statement with measurable objectives and key results (OKRs).
- Design & Development: Translate requirements into functional applications using PowerApps, Power Automate, Power BI, Active Directory, SharePoint, and other relevant tools.
- Testing: Develop and execute test plans to ensure system integrity and resolve any issues.
- Deployment: Deploy and maintain applications across multiple environments.
- Continuous Improvement: Maintain and enhance existing solutions by managing backlogs of defects and missed requirements.
General Requirements:
- Proficiency in Microsoft Office Suite (Outlook, Excel, Word, PowerPoint, SharePoint, PowerApps, Power Automate, Power BI).
- Minimum 8 years of experience in software development.
- Strong problem-solving skills with the ability to work independently and apply creativity in solution development.
Preferred Skills & Experience:
- Project Management:
- Experience in both Waterfall and Agile methodologies.
- Strong stakeholder management skills.
- Knowledge of DMAIC methodology (preferred).
- Experience with ITIL Project Management.
- Technical Expertise:
- Microsoft Power Platform Suite (PowerApps, Power BI, Power Automate, Dataverse).
- Microsoft PL certification (preferred).
- Experience in UI/UX design.
- Proficiency in APIs and Data Querying.
- Experience using Power BI for data visualization.
- Minimum Qualifications:
7 years of experience in software development (required).
5 years of experience working with SQL or PL/SQL (required).
5 years of experience using Agile/Scrum methodologies (required).
5 years of experience integrating Microsoft products (preferred).
5 years of experience working with REST/SOAP APIs (preferred).
5 years of experience with DAX coding (preferred).
5 years of experience using Microsoft 365, SharePoint, and front-end technologies like JavaScript, HTML, and CSS, with some familiarity with Azure (preferred).
4 years of experience with the Microsoft Power Platform Suite, including PowerApps, Power BI, Power Automate, and Dataverse (preferred).
3 years of hands-on experience in PowerApps development, covering the full lifecycle from scoping, design, and development to testing and maintenance (preferred).
3 years of experience building Microsoft Power Applications, including Power BI, Power Automate, and Dataverse (preferred).

- Background Checks: Candidates may be required to undergo criminal background checks in accordance with Texas law.
- No Interview Fees: The Texas Education Agency will not provide compensation for interviews or discussions during the candidate selection process.
- Work Outside Normal Business Hours: The candidate(s) may be required to work outside the normal business hours, including weekends, evenings, and holidays, as requested. Payment for work exceeding 40 hours will be at the hourly rate quoted, and all overtime must be coordinated and pre-approved through the Texas Education Agency.
