Overview:
The Texas Health and Human Services Commission (HHSC) is seeking three (3) highly skilled Instructor Trainer II professionals to support the Office of Data Governance (ODG) and Information Technology (IT) teams. These roles will focus on training employees in data governance tools to facilitate the implementation of a metadata library project.
All work products resulting from this engagement shall be considered "works made for hire" and will remain the property of HHSC. Candidates must comply with all pre-selection requirements, including criminal background checks authorized by Texas law. HHSC will not reimburse for interviews or discussions conducted during the selection process.
Candidates must have prior experience working with state clients and in the Healthcare sector.
Must have a bachelor's degree in computer science or equivalent
Position Responsibilities:
The Instructor Trainer II will perform advanced training tasks to ensure that employees are effectively trained in the use of data governance tools. Responsibilities include:
- Designing, developing, and implementing training curricula for technical and non-technical staff.
- Preparing and delivering verbal and written briefings for executive leadership and other stakeholders.
- Working closely with public health program staff to facilitate the implementation and maintenance of business and technical metadata.
- Developing standardized documentation for metadata in agency data governance tools.
- Collaborating with cross-functional teams to support data governance initiatives.
- Drafting various communications, training materials, and presentations to enhance program staff understanding of metadata governance.
- Assisting with change management and adoption of technical solutions.
- Supporting additional data governance priorities as required.
Required Qualifications:
Candidates must meet the following minimum qualifications to be considered:
- 5 years of experience designing, developing, and implementing training curricula for technical and non-technical audiences.
- 5 years of experience working with program/business staff to implement technical solutions and drive change management.
- 5 years of experience preparing verbal and written briefings for executive staff and other stakeholders.
- 5 years of experience working in cross-functional teams, building collaborations across different departments.
Preferred Qualifications:
The following experience is preferred but not required:
- 2 years of experience using Informatica data governance tools (Axon, Enterprise Data Catalog, Informatica Data Quality).
- 2 years of experience working with public health programs or data assets.
- 2 years of experience with web-based learning management systems and e-learning authoring tools.

- No Interview Fees: The Texas Education Agency will not provide compensation for interviews or discussions during the candidate selection process.
- Work Outside Normal Business Hours: The candidate(s) may be required to work outside the normal business hours, including weekends, evenings, and holidays, as requested. Payment for work exceeding 40 hours will be at the hourly rate quoted, and all overtime must be coordinated and pre-approved through the Texas Education Agency.
