ManTech is seeking a motivated customer-oriented Program Manager to provide unparalleled support to our customer and to begin an exciting and rewarding career within ManTech. The Program Manager position is expected to be on-site with the customer in Chantilly, VA and will require occasional travel to locations within the WMA and the ability to travel worldwide.
The Program Manager gives the team focus and direction based upon direction from the Sponsor, the mission of the Sponsor, and their own experience. The program executive director will be the principal management interface between the Sponsor and the Contractor and shall perform but is not limited to the following functions:
Responsible for the execution of the SOW within cost and on schedule to include but not limited to:
Responsible for the management of all Contractor transition activities
Have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract.
Recommend improvements to operational effectiveness, utility, and efficiency of business systems, administration, resources, procedures, and methods.
Provide reach-back and rapid response capabilities, as necessary.
Oversee personnel recruitment and retention and maintain adequate staffing to satisfactorily meet SOW requirements.
Oversee the selection and management of all subcontractor teammates and the stipulations of each of their teaming agreements.
Create a healthy and positive culture for the employees
Responsible for all aspects of managing client relationships
Basic Qualifications:
Bachelor’s Degree or higher in relevant area (Business, Security studies, Computer Science, Behavioral Science, or Criminal Justice)
10 years of relevant business area expertise in Counterintelligence (CI) Insider Threat programs, Information Assurance (IA), Security and/or Law Enforcement
10 years of experience managing personnel across multiple functional areas and a full range of contract and finance support functions
10 years of experience in technical project management
Appropriate ND 50-05/DoD 8570.01-M Certification
Demonstrated customer-service and goal-oriented behaviors
Demonstrated financial acumen managing projects/programs
Excellent oral and written communication skills to include demonstrated experience briefing senior customer management and customer stakeholders.
Ability to work under tight deadlines with changing priorities
Demonstrated experience developing, measuring, and monitoring key performance indicators
Strong analytic ability to evaluate programmatic IT data, resolve inconsistencies and propose solutions
Demonstrated experience leading performance-based and outcome-based projects and programs
Demonstrated experience successfully managing disparately located personnel, tasks, and projects
Proven ability to build and maintain constructive relationships among customers, stakeholders, technical teams, and contractors across the customer base
Familiarity with IC and/or DoD IT architectures
Experience with IC and/or DoD acquisition policies and processes to include working knowledge of full cost recovery models
Experience serving as a program manager leading and supervising a multi-disciplinary staff (60 person or more) of various levels
PMP® or equivalent project management certification with 10 years program management- specific experience, including subcontract management
Preferred Qualifications:
Demonstrated experience managing complex award fee projects/programs
Knowledge of government contracting process.
Advanced proficiency in the Microsoft Office suite, especially Microsoft Project, Excel, and PowerPoint
Security clearance requirements:
Must have a current/active TS/SCI w/ polygraph.
Physical Requirements:
Must be able to remain in a stationary position 50%.
Frequently communicates w/co-workers, management & customers. Must be able to exchange accurate information in these situations
