  • Job Summary

    Under the direction of the Chief Human Resources Officer, the Associate Chief Human Resources Officer (ACHRO) leads the Human Resources Solution Center (HRSC), which is responsible for providing district-wide strategic consultation and solutions in the areas of employee relations, policy development, performance management, progressive discipline, leaves, unemployment, and conflict resolution.

    The ACHRO provides district-wide leadership and direction regarding shared governance and employee relations; plans, organizes, develops, administers, and evaluates district-wide human resources functions in assigned program areas; oversees, reviews, addresses, and resolves employee-related issues and concerns. This position interacts with various internal and external stakeholders, including the Governing Board, legal services, vendors, governmental and community agencies, consultants, and the general public.

    Essential Functions

    Plans, directs, evaluates, and implements employee relations programs (40%)

  • Districtwide development and implementation of programs,
  • Development and delivery of training sessions;
  • Provides district-wide leadership and guidance on employee relations issues;
  • Serves as consultant, advisor, strategic partner, and subject matter expert to internal stakeholders in areas of;
  • organizational planning,

  • policy development,
  • employee relations,
  • complex performance management and corrective action issues,
  • negotiation of complex separation and settlement agreements,
  • employee group relations and grievances / workplace disputes
  • Investigate problems such as;
  • working conditions,

  • disciplinary actions and employee complaints;
  • Works with administrators and employee group leaders to resolve employee performance, disciplinary, and grievance issues
  • Keeps current on and adheres to federal and state statutes and internal policies
  • Designs, coordinates, and facilitates district-wide training programs (30%)

  • Management skills, labor and employment laws, and other pertinent topics related to employee relations;
  • Directs and administers internal districtwide programs such as corrective actions and grievance processes according to policy guidelines; administers district-wide unemployment compensation program;
  • Establishes short and long-term objectives for assigned programs; provides direction in the development and implementation of new technological hardware and software that affects the district-wide human resources processes and programs to employee relations;
  • Recommends and develops policy and procedures through collaborative processes; assures adherence to policies and procedures; interprets and maintains compliance with various federal and state employment laws
  • Plans, organizes, assigns, supervises, reviews, and evaluates the work of staff in developing and administering district-wide human resources policies and procedures (20%)

  • Serves on district-wide councils and committees that make district-wide recommendations,
  • Manages, directs, and oversees the HR Business Partner function and HR staff dedicated to reviewing, addressing, and resolving employee issues as they relate to human resources topics
  • Attends and participates in routine meetings, standing groups, or committees responsible for the strategic and tactical operation of District Office HR leadership (10%)

  • prepares and conducts presentations; may act as facilitator; collaborates with and advises Governing Board members, College Presidents, and administrators on human resources issues
  • Minimum Qualifications

    Master's Degree from a regionally accredited institution in human resources, public / business administration, education, business administration, human resources, psychology, or sociology and four (4) years of progressively responsible management and / or leadership experience in employee relations that includes two (2) years of supervisory experience. Equivalent years of experience for education are allowed for the Non Academic path.

    Desired Qualifications

    1. JD preferred

    2. Comprehensive understanding of federal, state, and local employment laws and regulations related to employee relations and human resources management that includes employee and labor relations, EEO / AA laws, regulations, principles and practices, and multicultural constituencies

    3. Proficient experience negotiating and managing employee group policy manuals (non-union environment), including grievance resolution and alternative dispute resolution processes

    4. Advanced knowledge of and experience with progressive discipline and employee performance management and development systems and philosophy with the ability to quickly assess complex situations, interpret and apply applicable laws, regulations, and policies, and determine the correct course of action

    5. Strong communication skills (written, verbal, and interpersonal), including experience with public speaking, presentations, and building a collaborative environment with HR partners

    6. Ten (10) or more years of demonstrated experience leading employee / labor relations structure, preferably in a large complex system

    7. Demonstrated experience establishing systems that create and sustain fair and equitable employment practices

    8. Experience collaborating and providing guidance to employees at various levels of the organization on areas such as performance, policy development, diversity, and progressive discipline

    Human resources certification; SPHR, SHRM SCP, or other related certifications

    Special Working Conditions
