Job Summary

The Maricopa Community Colleges Foundation (MCCF) team is committed to empowering students and fostering learning through financial support, workforce and skill development, and removing the biggest hurdles to obtaining an education. The majority of existing grants within MCCF span over multiple years and involve several colleges, each with specific reporting requirements for grant deliverables. The Fiscal Supervisor and Compliance position is key to ensuring effective management and compliance with grant-related activities. This position is also responsible for managing the Foundation's existing grants and federally funded programs. Key responsibilities include:
  • Overseeing grant and compliance management.
  • Tracking payments and monitoring grant activity.
  • Reviewing and producing grant reports.
  • Reviewing and approving grant reimbursement requests before submission to granting agencies.


Essential Functions

Grant Management / Compliance - 50%

  • Populate and maintain Maricopa Community Colleges Foundation (MCCF) grant, memorandum of understanding (MOU), and contract documents in databases with reporting dates and requirements and share with relevant stakeholders.

  • Facilitate regular meetings with internal stakeholders to ensure appropriate spend down of all available funding.

  • Manage and monitor that the program/grant spending aligns with the program/grant cycle, and communicate with stakeholders if modifications/extensions are needed.

  • Maintain reporting schedules to support proper accounting treatment of grants, MOUs, and contracts.

  • Provide guidance in interpreting and executing applicable regulations and sub-recipient award terms and conditions for federal, state, county, local, and corporate funds.

  • Monitor subrecipient compliance and other applicable regulations and the requirements of their subrecipient agreements through documentation review and other mechanisms applicable to subrecipient monitoring.

  • Oversee approved funding contracts to ensure that documentation and reporting requirements within the lifecycle of the grant, MOU, or other agreements are met prior to due dates.

  • Coordinate grant kick-off meetings with college grant team members to review grant timeline, processes, reporting metrics, and team roles and hold quarterly check-ins.

  • Interpret grant contracts, MOUs, and other contract requirements and work internally with project managers to ensure proper mechanisms are in place to meet requirements.

  • Prepare and/or review information and reports for internal and external stakeholders, including funders.

  • Review federal, state, county, local, and corporate regulations and ensure MCCF funding policies and activities comply with regulations.

  • Develop and enhance databases, dashboards, and reports for the capture, analysis, and display of data related to the grant, MOU, and contract objectives.

  • Assist the Fiscal Director with compiling data and reports for the annual audit.

  • Update and maintain grant tracking system and logs; monitors grant timelines and project status; assists with communication on grant spending with project stakeholders. Assists with entering information in Raiser's Edge and Financial Edge database.

  • Write and submit timely requests for grant extensions as needed.

  • Identify potential areas of compliance risk on projects/processes; remain abreast of all compliance changes, and activities and identify trends; communicate appropriately with staff concerning policies, procedures, and updates on compliance changes.

    Fiscal Support - 40%

  • Perform complex reporting for analyses; develops content and prepares reports; composes, reviews, and finalizes original comprehensive and complex reports and documents.

  • Provide interpretations and advice related to applicable guidelines and respond to escalated issues and customer concerns.

  • Monitor, recommend, and/or approve expenditures, allocations, or fund distributions for complex budgets, grants, and/or procurement activities.

  • Coordinate large-scale and/or complex projects, makes independent decisions, and exercises judgment about operational program components.

  • Provide professional level staff support to staff and others that may include performing research and authoring documents on reports.

  • Plan, organize, assign, supervise, review, and evaluate the work and day-to-day activities of staff and/or an assigned unit, as assigned.

  • Routinely perform complex, highly visible, and fiscal research and analysis and prepares related recommendations.

  • Monitor, evaluate, and streamline internal controls, fiscal integrity, and business processes.

    Other Duties as Assigned - 10%

  • Work closely with the Fiscal Director, Grant Officer, Sr, and Accountant.

  • Research industry standards, trends, best practices, and emerging technologies and makes recommendations for implementation.

  • Other duties as assigned.

    Minimum Qualifications

    Bachelor's Degree from a regionally accredited institution in finance, accounting, or directly related field, four (4) full time equivalent years experience providing oversight of assigned fiscal function or grant related to area of assignment, which includes two years of lead work or senior level experience.

    An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

    Desired Qualifications
    1. Three (3) years of experience coordinating complex projects, activities, and schedules.
    2. Three (3) years of experience with financial reporting, account reconciliation, auditing, and record-keeping.
    3. Three (3) years of experience using Microsoft Office programs and/or other office productivity software
    4. Two (2) years of experience providing program support in maintaining various internal systems and tracking multiple deliverables in a fast-paced higher education environment.
    5. Three (3) years of experience managing grant deliverables and compliance with private, federal, and state grants.


    Special Working Conditions

    May be required to sit for a prolonged period of time; viewing a computer monitor.
