About the Position

The Energy Management Analyst is responsible for identifying, measuring, and evaluating energy and water consumption for existing County-owned facilities in order to improve related efficiencies during the operation and maintenance of more than 200 County-owned buildings. This position can include input for the energy-efficient design, construction, or remodeling phases of new projects. This position may require specialization in electrical and mechanical systems, energy-efficient building design, energy conservation measures, renewable energy, or energy / water contract procurement. The position will provide assistance with establishing Department sustainability goals and development through education, presentations, research, and industry participation.

We Require

  • Four years of energy analyst experience, including developing, evaluating, and measuring energy and water-related projects or programs; OR
  • Bachelor's degree in Sustainability, Business, Construction Management, Mechanical, Electrical, or Energy Engineering or a closely related field
  • A combination of post-secondary education and / or job-related experience may substitute for the minimum qualifications on a year-for-year basis
  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire

  • Designation as a Certified Energy Manager (CEM)
  • Master's degree in Engineering or closely related field
  • Two or more years of experience in fundamental energy analysis
  • Experience in facility design, construction, or management
  • Job Contributions

  • Conduct facility observations, inspections, and audits on utility usage data to identify energy and water conservation opportunities and options
  • Utilize utility tracking software to monitor and analyze energy, water, and natural gas usage in County facilities. Ability to idenfity benchmarks, interpret trends, and analyze rate structures to provide estimates of ongoing and future utility costs. Communicate to management the range and feasiblility of options to increase conservation efforts through concise verbal and graphical presentations
  • Participate in the research and development of the Sustainability Program and Carbon Reduction Plan, emphasizing conservation and efficiency
  • Review initial electrical and mechanical options to make recommendations for the energy-efficient design, construction, or remodeling phases of new projects
  • Track utility rebates for ongoing FMD construction projects. Research federal, state, and local grant opportunities for renewable energy and resource conservation are researched and pursued where applicable
  • Participate in the ongoing Electric Vehicle Infrastructure Plan by reviewing the feasibility of renovation and construction requirements for electrical and facility infrastructure
  • Outreach to department liaisons promoting the use of FMD-related conservation practices, measures, and technologies
  • Complete industry research, analysis of technologies, data collection, and promote awareness and use of renewable energy, conservation, and other sustainability-related measures throughout County departments
  • Ability to communicate various purchasing and contracting mechanisms for using and procuring renewable energy and conservation strategies to Department leaders

  • Working Conditions

  • Exerting up to 10 pounds occasionally or negligible weights frequently; sitting most of the time
  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
  • Incumbent may be subjected to moving mechanical parts, vibrations, fumes, odors, dust, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises, and travel
  • The work will occur in an office and field environment. While performing the duties and responsibilities, the employee may be exposed to loud noises, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations. The position is subject to atmospheric conditions : fumes, odors, dust, mists, gases, or poor ventilation
  • Must be able to perform occasionally under temperature extremes, hot and humid climates, confined areas, high noise levels, dim lighting, dust or smoke, potential contagious diseases, and traumatic subject matter. Exposure to various forms of hazardous energy sources relating but not limited to mechanical and electrical systems. Must be able to climb ladders safely, use scaffolding, and use step stools in the execution of duties. Requires bending, climbing, stooping, kneeling, crawling, and squatting in all indoor and outdoor environments
  • Protective Equipment Required

  • Must be capable of using various forms of personal protective equipment (PPE)
