About the Position
The Environmental Enforcement Specialist supports the department's enforcement activities by preparing and filing enforcement actions against violators of the Maricopa County Environmental Health Code (MCEHC), Arizona Administrative Code (A.A.C.) and Arizona Revised Statutes (A.R.S.) to obtain compliance with all applicable rules and regulations.
The Enforcement Specialist also supports the department's inspection activities by investigating citizen complaints related to suspected violations of environmental nuisance regulations and working with applicable parties to gain compliance. The employee is expected to exercise considerable initiative and judgment in planning and carrying out assignments.

We Require
Two years of environmental inspection, enforcement, environmental compliance, or training experience
Bachelor's degree in environmental health, microbiology, entomology, chemistry, food science, or related field, with 30 semester hours of natural, physical, or applied science coursework
Registered Sanitarian in good standing with the Arizona Department of Health Services
We Also Value
Experience in mediation and dispute / or conflict resolution
Court processes and procedures to include legal documentation, writing reports, and preparing correspondence
Experience in a police or court setting
Job Contributions
Conduct field investigations in response to citizen complaints regarding suspected violations of environmental regulations; assure compliance with all relevant environmental regulations; conduct reinspections as required to document compliance; inspection documentation includes accurate notetaking, taking photographs, etc.
Document inspection findings, facts, and evidence and prepare enforcement actions for supervisorial review using standard templates; recommend enforcement action based on established department policies and knowledge of county, state, and / or federal regulations
Prepare and deliver environmental nuisance violation notices, which include details of alleged facts, correction actions ordered, and proposed penalties
Review program legal action requests, inspection reports, facts and evidence, and adherence to code and establishment enforcement policies; prepare appropriate enforcement actions in adherence with MCEHC, A.A.C., and A.R.S. regulations
Represent the department as an enforcement liaison in standard meetings with regulated parties to gain compliance with applicable MCEHC, A.A.C., and A.R.S. regulations
Assist internal and external stakeholders by answering questions about department processes and enforcement procedures; attend meetings with various governmental agencies
Conduct ride-a-longs and / or job shadowing to train department staff on proper enforcement procedures and techniques
Coordinate joint inspections with other county department staff on multi-jurisdictional cases and provide testimony as an expert witness in department hearings and court proceedings

Work will occur in an office and field environment
While performing the duties & responsibilities of the job, employee may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations
Position is subject to atmospheric conditions : Fumes, odors, dust, mists, gases, or poor ventilation
Protective clothing (i.e. hard hat, steel toes shoes) is necessary in some environments
Must possess or have the ability to obtain a valid Arizona Driver's license by the time of hire
Office of Pest Management Applicator Certification shall be completed within 90 days of hire
Attend the Western States Project "Arizona Introduction to Environmental Enforcement" conference within 12 months of hire
Must possess orhave the ability toobtain a valid Arizona driver's license by the time of hire
