About the Position

The Sheriff Record Specialist assigned to the Pawn, Adult Business, ATF, and Criminal Background Section of the Judicial Enforcement Division provides licensing and regulatory services. This position plays an integral part in providing compliance support for the MCSO, which is mandated by the Constitution, Arizona Revised Statutes, Federal Statutes, and other local ordinances. The role specializes in reviewing business applications, issuing permits and licenses, examining, and correcting pawn transaction reports, conducting criminal background checks, and evaluating & filing Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) forms.

  • Within six (6 months) of employment or assignment must train, functionally test, and affirm the proficiency of terminal operation to assure compliance with Federal Bureau of Investigation (FBI) CJIS policy and regulations, and successfully retest every two (2) years; must train, functionally test, and affirm the proficiency of the Security and Privacy test and successfully retest annually.
  • Must type at least 35 words per minute as a condition of employment. Typing certificates obtained or available on the internet are not acceptable for verification of typing speed.
  • Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

  • Accepts and reviews pawnbroker applications and license renewals in accordance with Arizona Revised Statutes.
  • Reviews and corrects pawn transaction reports as per Arizona Revised Statutes; research law enforcement and open-source databases for stolen property and suspects.
  • Analyzes and evaluates information received on stolen property and suspects and prepares case files for detectives.
  • Research pawn transaction reports for prohibited firearms possessors; notifies state and federal agencies referencing Intensive Probation individuals that have pawn activity.
  • Accepts and reviews adult business permits and license applications and renewals, ensuring federal and state notification forms are completed by the applicants.
  • Evaluates background investigation results and determines applicants' eligibility as outlined in county ordinance.
  • Prepares and maintains current folders on adult businesses, managers, and providers.
  • Issues and mails temporary and permanent manager and provider identification cards.
  • Extracts and analyzes information contained in Order of Protections, Injunctions against Harassment and Child Custody Court Orders using various computer systems and investigative tools to complete background investigations to assist with officer safety.
  • Reviews, analyzes, and files Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) forms submitted by firearms dealers.
  • Works independently following Office Policies, Procedures, Court Orders, County Ordinance and Arizona Revised Statutes requirements.
  • Decides appropriate legal solutions to varied and complex problems within time sensitive parameters.
  • Provides customer service via telephone and in person to assist the public and law enforcement representatives, answering inquiries while reinforcing policies and mandates.
  • Operates cash register for receipt of payments, enters deposits, and writes receipts.
  • Trains new hires.
  • Drives to satellite office during the workday as needed.
  • Performs tasks as scheduled and/or assigned by supervisor.
