About the Position

As the Manager of the Office of Tobacco Prevention and Cessation, you will set the vision and work closely with community partners to reduce tobacco-related disparities among target populations. Utilize public health approaches that incorporate population health considerations into organizational decision-making processes and contribute to the impact of the Maricopa County Community Health Improvement Plan. This position also manages the Smoke-Free Arizona (SFAZ) program, which is responsible for ensuring compliance with the Smoke-Free Arizona Act (A.R.S. 36-601.01).

We Require

  • Three years of experience in program planning, implementation, and evaluation, including two years of management or supervisory experience AND one year of experience working with communities or public health systems

  • Bachelor's degree in Public Health, Public Administration, Health Services Administration, Social Work or a closely related field

  • A combination of related post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

Job Contributions

  • Oversee and direct the implementation of the Office's objectives and services; conduct strategic and operational planning. Develop office and program goals and strategies; recommend and implement program or operational improvements, additions, or changes; develop procedures related to tobacco prevention and cessation, including the Smokefree AZ Team

  • Direct, coordinate, and supervise all human resource functions of staff, including the hiring, supervision, performance monitoring, coaching and counseling, and disciplinary actions; ensure actions comply with County Merit Rules, County and Departmental policies and procedures, and applicable state and federal employment and labor laws; develop and implement corrective action plans as necessary. Ensure timely and accurate completion and approval of timecards and other employee documents

  • Develop and oversee tobacco and Smoke-Free AZ budgets, including approval of expenditures and projections for planning purposes

  • Assist with program implementation and planning with internal and external partners in support of reducing health disparities related to tobacco use. Organize and align with resources throughout the department to collaboratively lead the creation of a comprehensive approach to working on tobacco prevention and cessation in Maricopa County

  • Work closely with internal county stakeholders such as Correctional Health Services, Juvenile Detention, and Adult Probation to identify and support behavioral health/substance use interventions

  • Measure and analyze program and operations results and recommend actions to meet and/or increase results and output, ensuring that office operations remain within established time frames, funding, and objectives. Ensure that all required reporting to funders is completed in a timely manner. Identify funding sources, write grants, and participate in grant-making for community projects that support the goals of the Office. Ability to develop, implement, and manage public health initiatives and analyze program outcomes

  • Program planning, development, implementation, and management; effective ways to reduce health disparities among target populations; community resources and public health programs; tobacco prevention and cessation community development; public health theory and frameworks; and population health approaches

  • Must have excellent oral and written communication skills. Ability to plan, organize and implement in a team setting

Working Conditions

  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire

  • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test

  • Eligible for teleworking
