POSITION TITLE:

District Administrator for Special Services

 

RESPONSIBLE TO:

Director of Special Education

 

JOB CLASSIFICATION:

Certified Position: 210 days

FLSA Status: Exempt

 

JOB SUMMARY:

The purpose of this position is to assist the Director of Special Education and school-based teams with the administration and implementation of services to at-risk students as well as those identified as disabled under Section 504 and IDEA. The employee will supervise special education staff; complete observations and evaluations; as well as document and provide feedback for said staff when appropriate. This position requires the employee to regularly communicate with the local school administration and the Director of Special Education to ensure continuity of services between schools and across the district.

 

QUALIFICATIONS:

 

Education:

Eligible for valid Georgia Educational Leadership P-12 Certificate is required.

Master’s or Specialist’s Degree in Special Education preferred.

Special Education degree or Georgia Teaching Certificate in Special Education is required.

 

Experience:

Minimum of five years of experience providing services to students with disabilities required.

Experience writing meaningful and legally compliant IEPs is required.

Experience analyzing assessment data and recommending instructional strategies, interventions and/or programming required.

 

Experience training and developing skills through professional development, required.

 

 

MAJOR RESPONSIBILITIES:

      Leadership and Evaluation

  1. Responsible for developing, planning, managing, supporting and organizing the implementation of services for students with disabilities throughout the district.
  2. Supervise assigned staff.
  3. Provide leadership and direction through district-wide professional learning in support of specially designed instruction.
  4. Promote effective high leveraged instructional practices.
  5. Conduct bimonthly meetings with assigned groups.
  6. Provide leadership and direction by supporting teacher knowledge of IEP compliance.
  7. Evaluate staff performance of certified and classified staff.
  8. Oversee departmental operations to include extended school year (ESY), special transportation, related services, FTE and compliance.
  9. Provide insight to the maintenance of effective practices which align to federal and state mandates.
  10. Maintain tracking logs of initial and re-eligibility referrals as directed.
  11. Participate actively in the Department of Special Services Leadership Team.
  12. Support system and departmental initiatives including working cooperatively with colleagues and maintaining a system accountability for services delivered.
  13. Ensure inventory for items purchased utilizing IDEA and local funds are maintained as directed.
  14. Complete reports for district and state compliance to include (FTE, student record, preschool outcomes, transition, SOP and etc.) as requested.
  15. Directly oversee full time equivalency to ensure reporting is maximized.
  16. Provide professional learning opportunities and evaluate the impact of the training, resources and/or supports on student achievement and compliant practices.
  17. Keep current in relevant topics through participation in professional organizations and professional development activities.

Skills, Knowledge, Abilities:

  • Possession of strong verbal and written communication skills.
  • Knowledge of disabling conditions as defined by the IDEA and Section 504.
  • Knowledge of research or evidence-based instructional practices and technology related to educating students with disabilities or those suspected of having a disability.
  • Knowledge of research or evidenced-based practices in various areas of tiered intervention, including progress monitoring, flexible groupings, co-teaching, classroom management, scheduling services, writing and executing IEPs, and implementing behavior strategies and interventions.
  • Knowledge of state and federal rules and regulations that govern the education of students with disabilities or those suspected to have a disability.
  • Knowledge of the College and Career Readiness Performance Indicator, Georgia’s accountability system, as well as state required assessments.
  • Knowledge of web-based student information portals, IEP programs and other online applications used for the provision of services to all students.
  • Knowledge of record reporting for FTE and Student Record.
  • Ability to communicate and work effectively with teachers, administrations and students.
  • Ability to prioritize tasks and responsibilities independently and effectively on a daily basis.
  • Ability to initiate tasks independently, analyze critical data, and monitor progress toward departmental, system, state, and federal
  • Ability to make decisions, solve problems and recommend solutions in a constructive manner.
  • Ability to identify sound professional development practices and to deliver professional development to teachers in special education and general education fields.
  • Ability to evaluate effectiveness of staff and provide feedback for professional development.
  • Ability to collaborate effectively with all stakeholders; including teachers, administrators and parents. 

Physical Demands:

Vision, hearing, and verbal communication are essential factors in performing required tasks, duties, and responsibilities.  Frequent movement from classroom to classroom and driving from school building to school building is required.  Some travel for professional development is also required.  Must be able to lift a minimum of 30 pounds, stand and walk for long periods of time, and withstand extended periods of time in an automobile while traveling.   The individual must meet deadlines with severe time constraints and interact with the public and other workers. Occasionally, the position requires the employee to work irregular or extended hours. Must have flexibility in hours worked since teacher meetings often occur before and after regular school hours.  The position requires direct responsibility for the work output of other people and the safety and well-being of students. The position requires meeting multiple demands from several people.

  

Work Environment:

The noise level in the work environment is usually quiet. The employee may face many interruptions and shifting priorities day to day. Working with specific students may require Crisis Restraint Training and travel to different locations.
