Assistant Program Manager III - Clinical Supervisor
Position Description:
The job of Clinical Supervisor is done for the purpose of providing clinical supervision and training services to assist in meeting the social, emotional, behavioral, and educational needs of students in Marin County public schools. The Clinical Supervisor provides clinical oversight, mentorship, and training to graduate student mental health interns in accordance with California Board of Behavioral Sciences (BBS) regulations, and in accordance with the California Commission on Teacher Credentialing (CTC) regulations for Pupil Personnel Services (PPS) candidates. This role is responsible for supervising, evaluating, and supporting school-based interns as they develop their clinical skills while meeting licensure and ethical guidelines. The Clinical Supervisor will also design and implement a didactic training program to enhance interns' professional growth and ensure a comprehensive learning experience. Additionally, the Supervisor functions to provide all students with equitable access to developmentally and culturally appropriate, and comprehensive counseling services focused on personal and social development to increase student success, and coordinate school site wellness programming.
Essential Mental Health Focused Functions:
- Provide individual, triadic, and group clinical supervision, counsel, and act as a resource to eligible trainees and associates (e.g., interns, practicum students, etc.) for the purpose of monitoring performance; providing feedback and professional growth; achieving overall objectives of the Marin County Office of Education (MCOE); and meeting requirements established by university programs and the California Board of Behavioral Sciences.
- Provide supervision for Pupil Personnel Services (PPS) candidates, in accordance with requirements established by university programs and the California Commission on Teacher Credentialing (CTC) regulations.
- Support interns in developing professional competencies, including assessment, intervention planning, case management, crisis response, and documentation.
- Maintain accurate documentation of supervision hours, session content, and intern progress.
- Develop and provide ongoing professional development and training to graduate student interns, as well as school staff, on a variety of topics to develop school-based behavioral health counseling skills, including trauma-informed practices, informed consent and confidentiality, FERPA, suicide prevention, and restorative practices, as well as other content areas that may be required as part of associate/trainee/intern graduate program requirements.
- Provide clinical consultation, in addition to supervision, support and guidance when interns encounter high risk or crisis situations.
- Collaborate with school staff to integrate mental health services into the school setting and ensure alignment with district policies.
- Maintain compliance with state laws and regulations, including the preparation and approval of documentation required for intern hours.
- Monitor and evaluate intern performance, providing regular feedback and addressing any areas of concern with interns, as well as district and university partners. Facilitate communication between interns, university programs, and school personnel to support student success.
- Maintain compliance with state laws and regulations and professional ethical standards in clinical services provided by interns.
- Serve as a resource to interns for professional development, skill-building, and licensure preparation.
- Develop and maintain knowledge of referral sources and local support providers for the purpose of identifying and utilizing appropriate resources to support student and family needs.
- Maintain records and files (e.g. recording service data in Local Educational Agency (LEA) software systems, updating files, etc.) for the purpose of documenting eligible delivered services reimbursable by Medi-Cal or commercial insurance plans, meeting grant reporting requirements, providing current reference, and complying with regulatory requirements, applicable laws, and MCOE policies and established guidelines.
- Provide crisis intervention training and support (e.g., suicide risk assessments, threat assessments, etc.) for the purpose of reducing risks and providing additional support and services as needed.
- Provide crisis intervention support, as a member of MCOE’s Crisis Response Team.
- Work effectively with all segments of the education community (e.g. the public, diverse cultural populations, individuals, etc.) for the purpose of providing all counseling and consultative services in a culturally, ethnically, racially, and linguistically informed and sensitive manner; and, establishing and maintaining collaborative relationships in support of the MCOE's goals.
- Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Essential Coordination and Supervisory Functions:
- Establish and maintain partnerships with local universities to support the placement of mental health interns to provide direct and indirect service delivery in Marin County public schools.
- Attend university fieldwork fairs to recruit mental health intern candidates.
- Foster relationships with Community Based Organizations (CBO) and other agencies to be familiar with available services and interventions if/when mental health referrals are necessary and/or if contracted services are necessary.
- Provide consultation and coordination with district and school site staff with a focus on identifying barriers to student success and necessary interventions and resources to support the student in overcoming such barriers.
- Collaborate with school staff to develop and oversee campus wellness programming that supports students’ academic, behavioral, and wellness goals.
- Organize and oversee wellness staff record keeping procedures, including service data tracking, Medi-Cal and private insurance billing, grant-specific reporting requirements, while adhering to State and Federal laws for privacy and confidentiality.
- Perform Ordering, Referring, and Prescribing (ORP) activities in accordance with LEA Billing Option Program (BOP) and the CYBHI Fee Schedule requirements to support Medi-Cal and private insurance billing and service documentation.
- PPS holders have supervisory authority for non-PPS holders with a BBS Associate registration or License who provide services to youth in school settings (Cal. Code Regs. Tit. 5, § 80049.1)
- Adhere to all professional and ethical standards for the mental health profession, district policies and procedures, California Education Code, State and Federal law.
Certification & Qualification Requirements:
- Master’s degree in job-related areas with an emphasis in Counseling, Psychology, Professional Clinical Counseling, Marriage and Family Therapy, or Social Work.
- Valid California Board of Behavioral Sciences (BBS) issued license in one of the following: Licensed Marriage and Family Therapist, Licensed Clinical Social Worker, and/or Licensed Professional Clinical Counselor.
- Valid California Pupil Personnel Services Credential (PPS) in School Social Work, School Counseling, and/or School Psychology.
- Job related experience with increasing levels of responsibility is desired in social work, counseling, school psychology, or closely related field; working with students in grades K-12 in a public-school setting; in addition, a minimum of 2 years' experience post-licensure providing clinical supervision, and completion of continuing education requirements to meet oversight of interns/associates clinical supervision responsibilities.
- Hold a National Provider Identifier Number (NPI) or acquire within a designated time frame.
- Hold Ordering, Referring, and Prescribing (ORP) status or acquire within a designated time frame.
- Mandated Reporter Training Certificate

Salary Range: $132,124/193 days; $138,970/203 days; plus comprehensive benefit package
