As an integral part of the Watershed Division, the Principal Grant and Legislative Analyst plays a key role in securing financial support for the District's special projects by researching, developing, and writing grant proposals targeting foundations and government agencies. Responsibilities include preparing, monitoring, and administering grants; reviewing and selecting suitable funding opportunities; managing government relations with county, state, and federal agencies; presenting grant and legislative updates to the Board of Directors; and overseeing funding agreements and reporting. The role also involves analyzing and monitoring legislation and regulations that could impact the District's operations, services, public obligations, and finances.
Key priorities for the incoming Principal Grant and Legislative Analyst include securing grant funding and supporting the administration of existing grants for the , , and projects.
THE IDEAL CANDIDATE WILL :
- Possess expertise in researching available grants, preparing applications and proposals, and successfully securing funding.
- Have experience with grant administration and project management.
- Have a strong background in ensuring compliance, managing required reporting, and processing reimbursement invoicing related to grants.
- Have experience in budgeting, including developing, tracking, analyzing, and reporting financial data.
- Be skilled in monitoring and analyzing legislative issues and advocating on behalf of the District.
- Possess proficiency in modern business software applications, grant submission, and management software. Experience with SAP-ERP software is a plus.
- Have experience with contract management and oversight.
- Have excellent verbal and written communication skills; use multiple channels to build transparency and have writing capabilities to compose reports, correspondence, documents, and presentations.
- Communicate in a proactive, approachable, and responsive manner demonstrating both an understanding of stakeholder interests and needs and a commitment to meeting them.
- Maintain effective working relationships with all levels of staff, partner agencies, and the public.
