Major Duties
What to Expect
Oversees case management and ensures effective exchange of resource information and support between parents, local education facilities, related resource offices, medical and recreational facilities, community services agencies, private organizations, staff and EFMP families.
Oversees facilitation and coordination of resources between agencies with emphasis on improving services.
Facilitates the interaction between the education facilities and the military community to preclude or resolve problems related to education and logistical support.
Plan, implement, and monitor programs that match the needs of the schools with the resources of the Federal government, the military, businesses, and residents in the community.
Conducts a quarterly Special Needs Forum, open to family members to address needs and concerns.
Provide installation technical assistance that addresses the needs of transitioning children/youth, e.g. school in/out- processing protocol, local action plans to ease school transitions. Articulate School Liaison Officer policies, procedures and priorities; interpret implications for youth, parents, commanders, command staff, and school personnel; and outline expected outcomes to measure success.
Serve as the staff liaison to develop, coordinate, and integrate policies and programs to ensure educational support of military family members.
Manage all aspects of support programming such as the Adopt-A-School program. Monitor and coordinate all command sponsored activities that involve students during school hours to include but not limited to tutoring and mentoring projects. Solicit volunteers, active-duty Marines and family members of deployed Marines, to work with school programming.
Represent the Command on school boards, councils and advisory groups.
Maintains extensive contact with parents, staff, other program managers and officials of other related agencies and organizations to: resolve problems, negotiate agreements, advise on and render technical assistance in areas such as changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, developing new or revised curricula and programs for staff development and developing and installing reporting systems.
May be required to work a fluctuating work schedule to complete work assignments outside of the typical workweek and work hours. May be required to travel to complete work assignments and conduct or attend conferences and meetings.
This is a white-collar position where occasional lifting up to 20 lbs. may be required.
Perform other duties as assigned.
Qualifications
What are we looking for?
At a minimum a baccalaureate degree from an accredited college, in elementary, secondary or special education or administration or human services or a related field appropriate to the work of position AND four years of knowledge and experience that demonstrates skill to independently oversee day-to-day operation of the program.
OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above.
OR significant experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above.
Four years of experience that demonstrates knowledge of education concepts, methods, practices, and higher-level policies relating to education services and community support for schools supporting Marine Corps families.
Must have skills to monitor a complex case management system, review and recommend approval or disapproval of related program plans and materials; analyze and develop proposals or provisions in terms of impact on program resource requirements; develop new and revise operating procedures and standards to incorporate provisions that affect operating activities and requirements; conduct reviews of the administration and operation of the program and provide subject matter advice.
Must have the skill to supervise employees in the accomplishment of work.
Knowledge and experience of educational theories, principles, practices and procedures of K-12 (primary and secondary) educational programs, which may be obtained through, graduate study or extended work experience in the field of education.
Knowledge of the functions, processes, principles and practices of educational programs and how their function relates to application of criteria and concepts for child and youth services programs, and public-school systems, which vary from state-to-state and from school district to school district.
Possess skill to coordinate with a variety of regulatory, enforcement and other agencies.
Possess skill in providing recommendations to assist parents, school districts, and military leadership with developing policies and resolving issues.
Pursuant with DoDI 1402.5. must be able to obtain and maintain a TIER-1 Child Care (CNACI) background check.
