Job Duties
DUTIES AND RESPONSIBILITIES:
- Oversees and directs all aspects of the Fisheries Statistics Program and works with the Mandatory Reporting Program Supervisor to solicit and monitor funds, prepare reports, and assist the technical staff in the collection, processing and dissemination of information in the Commonwealth’s commercial and recreational fisheries.
- Oversees the Compliance aspect of the Mandatory Reporting Program and implementation of new protocol and automated systems.
- Oversees and manages the Commercial Fishing Licensing Program and all protocols for issuing licenses and works with license staff to enhance online purchases of licenses and permits, and to provide consistent and positive customer service.
- Assists staff with quality assurance and quality control verifications of all harvest and licensing data.
- Develops program plans, conducts analyses, and prepares species evaluations for multiple entities, based on state, regional, or federal management requirements, as directed by supervisor. Monitors and advises on fishery management issues, attending state, regional, interstate and assessment meetings. Works closely with ACCSP and other state agencies to develop best practices for data collection.
- Develops and maintains contacts with commercial harvesters and seafood buyers.
- Attends scientific, regulatory, industry or interjurisdictional fisheries meetings as assigned.
- Contributes to the public hearing process, provides written and phone-in information requests, to include fulfilling Freedom of Information Act data requests as assigned.
- Disseminates reports pertaining to Virginia landings to appropriate federal agencies.
- Attends industry meetings, public hearings, and MRC meetings to gather and/or to relay information about Virginia marine fisheries data.
Minimum Qualifications
- Knowledge of data handling and management of very large datasets.
- Demonstrated ability to use various hardware and software for data management.
- Technical and management expertise to serve on committees coordinated by the ASMFC, MAFMC, ACCSP and other partner organizations.
- Ability to deal with the public and to develop and manage a diverse employee group.
- Knowledge of marine species and fisheries management techniques.
- Experience with interjurisdictional fisheries management and regulatory processes.
- Knowledge of the economics and applied practices of the seafood industry.
- Ability to communicate effectively orally and in writing.
- Experience promoting team building and programmatic staff management.
PREFERRED REQUIREMENTS:
- Graduation from an accredited college or university with major course work in marine science, fisheries, statistics, data management or related field. Graduate degree preferred.
- Experience with managing very large commercial fisheries databases, associated confidentiality, dissemination, security, and back-up.
- Demonstrated ability to use various hardware and software for data management and manipulation.
- Supervisory and budgetary experience preferred.
- Ability to deal with the public and to develop and manage a diverse employee group.
