JOB SUMMARY

This is a technical position performing detailed and specialized work of an investigative nature enforcing codes and ordinances related to environmental issues such as noise, junk, unserviceable vehicles, and littering; other county codes including tobacco, bingo and open burning; land use and zoning codes; and building permit requirements and unsafe structures. This position has extensive public contact and interaction requiring use of technical judgement, discretion and diplomacy; skills in understanding and/or influencing people, and serves as a resource providing information to property owners, residents, businesses, the general public and other County employees.

ESSENTIAL JOB FUNCTIONS

  • Inspects and investigates potential violations of County codes which have been reported to determine if a violation has occurred. Proactively patrols locations for code violations during the course of duties.
  • Performs manual labor in the removal of illegal signs from rights-of-way and their disposal and investigating littering sites, which includes handling refuse and refuse containers to obtain evidence.
  • Conducts technical tests and evaluations related to noise complaints and maintains testing equipment.
  • Performs a considerable amount of data entry. Prepares a descriptive summary report on conditions and findings regarding each case investigation to document potential violations for case presentation.
  • Performs research related to property ownership, past or current code violations, permitting records, official records, court cases, and other pertinent resources.
  • Communicates with customers regarding findings in order to empower them with information about the process they will be involved in and provide resolution to the violation.
  • Prepares and issues notices of violation, written warnings and instructions, citations, and notices to appear. Prepares affidavits and supporting documentation for inspection and administrative warrants.
  • Initiates civil proceedings before the Code Enforcement Board or County court and prepares reports for the Code Enforcement Board and others.
  • Appears in court or other judicial proceedings to provide expert witness testimony, submit evidence and case summaries for the enforcement/prosecution of civil and criminal infractions of codes, ordinances, and laws.
  • Works in conjunction with other departments that are engaged in code compliance tasks (i.e., planning, zoning, building codes, ROW permitting, drainage, storm water and clean water projects, fire codes and county health codes). Maintains communications for establishing coordination with other departments/agencies relevant to code enforcement activities.
  • Remains available for rotating schedules for performing duties on weekends and on call status for priority calls after hours and on holidays.
  • Provides recommendation to the various Boards concerning the implementation of fines or other necessary remedies in accordance with established guidelines.
  • Presents information to civic groups, homeowner associations, and other groups on issues related to code enforcement policies, procedures, codes, and ordinances.
  • Operates an assigned motor vehicle, maintains cleanliness of and fuels vehicle, checks tire inflation and fluid levels, and requests services and/or repairs as needed.
  • Drives assigned vehicle over various road types to various types of properties while observing traffic laws and regulations. Reads maps and uses available resources necessary to organize workload and efficiently route inspections daily.
  • Maintains assigned equipment and uniforms in good condition.
  • May be required to assist support staff by answering phones, assisting customers, and dispatching complaints when staffing shortages occur.
  • May assist with damage assessment and/or code enforcement during declared emergencies and natural or manmade disasters.
  • Serves as a department safety committee member as required.
  • Code Enforcement Officer V position: tasked with abatement cases conducts field research and investigation related to assigned projects and functional area of responsibility. Facilitates the quote process, monitors vendor qualifications, and awards projects to contractors.
  • Provides excellent customer service to members of the general public and other County employees. Personal contact occurs with other employees of the unit, employees of other departments in the County, citizens, and customers of the department. Service is provided in person or by phone contact.

  • Performs other related job duties as assigned.

SUPERVISION

Code Enforcement Officer I -IV have no supervisory responsibilities. Code Officer V functions as a lead worker for a small group of employees (one to five). May review the work product of CODE ENFORCEMENT OFFICER I / II / III / IV / V others. Provides guidance, advice, and assistance to others on work assignments. Provides work direction.

KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to read, analyze, and interpret legal documents and governmental regulations.

  • Ability to compile, organize and prioritize daily assignments. Work is characterized by considerable independence and responsibility to exercise initiative and carry all assignments through to completion.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to cope with situations firmly, courteously, and tactfully, with respect to rights of others; and use de-escalation techniques when faced with a hostile customer/violator in the field.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret a variety of instructions in written, oral, diagram, or schedule form.
  • Ability to interpret complex and detailed technical data.
  • Ability to potentially participate in development of policy, programs, plans, or procedures.
  • Ability to study manual work process to determine most effective methods as essential tasks.
  • Ability to function independently as an expert in matters of specialized code, rules, and policy with thorough knowledge of Marion County codes, ordinances, policies related to code enforcement and rules of civil/criminal procedures.
  • Knowledge of case preparation and reporting procedures pertinent to the judicial and quasi-judicial process.
  • Knowledge and understanding of various software programs and equipment used to document possible violations with photos and written observations.
  • Knowledge of Marion County roads and subdivision locations.
  • Knowledge of department emergency disaster assistance relief plan.
  • Ability to demonstrate a high degree of accuracy and attention to detail.
  • Ability to maintain effective working relationships with other employees, departments, public officials, community groups, and members of the general public.
  • Ability to remain calm and professional in stressful situations.
  • Ability to provide a positive example for co-workers regarding work ethic, attitude, professional ethics, interpersonal interactions, and mutual respect.

PHYSICAL DEMANDS

The work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. While performing the duties of this job, the employee will regularly be required to sit, stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, crawl, talk, hear, and smell.

WORK ENVIRONMENT

Work is performed in a wide variety of indoor and outdoor environments. While performing the duties of this job, the employee will occasionally be exposed to loud music or other noises, high precarious places, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and explosives, and domestic animals and wildlife that may pose a threat; will regularly be required to be exposed to vibration; and will regularly be exposed to moving mechanical parts and all types of outdoor weather conditions for long periods of time.

Job Type: Full-time

Pay: $15.00 - $23.25 per hour

Expected hours: No more than 40 per week
