REPORTS TO: Superintendent

TERMS OF EMPLOYMENT: Full Time, Salary ($100,000-$110,000 or commensurate with experience)

PURPOSE: Serve as the Business Manager/School Business Official, provide financial leadership, operations management, and serve as the Board treasurer and Board secretary.

QUALIFICATIONS:

  • Possess or ability to obtain School Business Official (SBO) Authorization.

  • Understanding of Iowa School Finance.

  • Undergraduate degree in finance, business, accounting, or related area preferred. 

  • Experience as an Iowa Public School Business Official preferred.

ESSENTIAL JOB FUNCTIONS:

  • Supervise the management of the financial affairs of the district.

  • Complete and submit the Certified Annual Report (CAR) and certified budget documents budgets in a timely manner.

  • Arrange and coordinate preparation of documents for the annual financial audit.

  • Develop and monitor all accounting procedures in the district to ensure compliance with auditor standards. Implement audit suggestions regarding corrections, adjustments, internal controls and segregation of duties in the business office.

  • Provide regular counsel and recommendations to the Board, Superintendent, and district administration on fiscal and operational areas.

  • Prepare and submit monthly financial and other related reports and list of bills to the Board and Superintendent.

  • Prepare enrollment projections, long range plans and projections pertinent to the financial needs of the district. Prepare multi-year projections of revenues and expenditures.

  • Attend all Board meetings, take minutes, and publish all legal notices concerning district business to include Board minutes.

  • Oversee billing for open enrollment and special education.

  • Oversee implementation of grants and categorical funded projects.

  • Optimize the handling of bank and deposit relationships and initiate strategies to enhance cash position and ensure appropriate investment of district funds as prescribed by Iowa Code and District policies.

  • Ensure accounting procedures meet state and federal requirements and Board policy for all accounts.

  • Oversee the maintenance of finance and business related records, reports, and district files as determined by district policy and state laws.

  • Ensure district compliance with pertinent state and federal regulatory programs. 
  • Communicate district budget and operational status to the community.
  • Provide timely payment of bills and other accounts payable.

  • Recruit, hire, train, supervise and evaluate Business Office personnel.

  • Oversee the district’s employee benefit program, including the multidistrict self-insurance program for medical, dental, workers’ compensation, life, and disability insurance.

  • Work with the payroll clerk to ensure that payroll checks are issued to all district employees on a timely basis.

  • Compile comparison data on salary and benefits for negotiations.

  • Plan and coordinate the development of statistical, financial, and management information related to employee relations.

  • Prepare teacher’s contracts, other staff professional contracts, and non-certified staff letters of assignment.

  • Assist with personnel and human resource operations, oversee maintenance of personnel records to include pre-employment and employment records.

  • Establish annual personal and professional development goals focused upon effective leadership characteristics, specific job performance target areas, and standards for School Business Officials.  Participate in workshops, conferences and / or other activities designed to maintain knowledge and skills regarding educational management, employee supervision, and other matters pertaining to effective management.

  • Regularly confer with building principals and administrators regarding problems / solutions related to district operations and fiscal responsibility.

  • Work with commissioned architects in the construction and remodeling of facilities to ensure compliance with district requirements and economic conditions.

  • Review all contracts between the district and outside contractors prior to board review.

  • Oversee the day-to-day operations of the district finance and business functions.

  • Supervise the director of food service and director of operations. Direct the general operations and financial procedures of the food service program and district facilities.

  • Perform additional duties and responsibilities as assigned by the Superintendent of Schools.

  • Be a positive ambassador for the district, contributing to the district mission, vision, goals, and core values.
