Description

Markon is seeking a Requirements Engineer to evaluate and translate the customer’s mission needs into requirements for the IT development team.

Responsibilities

  • Support the development of technical tools and systems for the National Counterintelligence and Security Center by engaging with various stakeholders and subject matter experts to understand the customer’s vision and goals
  • Analyze and document the requirements and technical tasks required to meet the overall objective
  • Collaborate with the IT development team
  • Track progress against set milestones.
  • Identify and vet customer requirements, developing subtasks and user stories within JIRA using Agile methodology
  • Translate business requirements into detailed user, functional, and systems requirements that will be developed by the development team
  • Coordinate and facilitate exchange meetings or forums to determine the needs of customer; consulting with the customer to clarify and validate complex request if necessary
  • Coordinate and facilitate or provide substantive input to meetings to assist in the design and implementation of requirements and to determine the impact of changes and the possible technical solutions to business needs
  • Support gap analysis activities by comparing, documenting, and reporting shortfalls in proposed capabilities; assess how well the capability meets the requirement; document any gaps that may exist; and ensure that the capability meets the intent of the development objective or capability
  • Analyze joint needs statements and recommend capability requirements to support solutions that will fulfill gaps and optimize investments across the programs
  • Provide final technical review and validation of requirements; prepare requirements for review and acceptance by review boards; and ensure all necessary approvals have been obtained
  • Collect and map basic tool requirements from data ingestion to data storage via multiple methods
  • Develop workflows to illustrate the steps required for security and suitability resolution
  • Strategically assess requirements against the customer’s vision and providing recommendations for future requirements and possible alternative solutions
  • Track execution of developers’ actions and providing regular status updates to the customer
  • Interact with the development team and customers to resolve complex concerns associated with pending and/or in-process requirement

Qualifications

  • Active TS/SCI with Poly is REQUIRED
  • Bachelor's degree and 6 years of related experience
  • 3-5 years’ experience within an IC Agency, preferably ODNI
  • Hands' on experience with JIRA/Confluence and experience working in an Agile and Scrum environment
  • Experience with the MS Office Suite

Desired Qualifications:

  • Ability to work in a dynamic mission environment which requires balancing competing priorities and schedulesAbility to demonstrate knowledge of technical writing and work flow process identification and documentation
  • IT technical knowledge and experience

Salary Range

USD $120.00 - USD $130.00 /Hr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.

Salary : $120 - $130
