What are the responsibilities and job description for the Deputy Clerk and Master position at Marshall County Government?
Nature of Work
This is very responsible administrative, legal, and accounting work assisting with the maintenance of records, legal documents, and financial activities for Chancery Court. Activities associated with the job include assisting in the various duties performed in the office including filing pleadings in lawsuits, scanning case files into the computer, preparing new case files, preparing, and filing all child support enforcement petitions for contempt or foreign judgments of any Child Support Enforcement Division, and assisting the Chief Deputy or Clerk and Master with any other operations of the Chancery Court when requested. Additional duties include handling all Public Record Requests for the Chancery Court by completing these requests pursuant to the requirements outlined by the Tennessee Comptroller's Office and the Public Record Policy of the Clerk and Master. Job related duties require dedicated attention to detail, considerable knowledge of the functions and operations of Chancery Court, considerable experience performing administrative and accounting functions and strong interpersonal, organizational, and decision-making skills. Job performance is reviewed by the Chief Deputy in conjunction with the Clerk and Master through review of the timeliness, accuracy, and thoroughness of completed accounting transactions, knowledge of the functions and processes associated with Chancery Court and interpersonal, organizational, and decision-making skills. Illustrative Examples of Work
· Assists customers at the counter and/or over the phone.
· Creates new files for State child support and adds new filings to begin and/or continue the collection of child support.
· Enters child support contempt petitions, modifications and execution of summons or attachments.
· Schedules and coordinates court dates with the docket clerk and the Child Support Enforcement Division.
· Completes required forms and supporting documentation for non-IV-D divorce cases with minor children involved and faxes to the appropriate parties.
· Documents all filings including petitions, counter complaints, answers, notice, etc. in their personal computer and also scans each pleading to the Document Management Program and will make notes in the Docket Entry sites within the computer.
· May receipt payment for court costs, public record request and/or delinquent taxes.
· enters/scans all returned summons issued out of the office into the computer to properly document how service was sought.
· Enters/scans all TCES assignments for Child Support into the computer.
· Files all case filings for Child Support or other pleadings within the office.
· Handles public records requests for the office in accordance with the policy on file with the County and State of Tennessee.
· Compiles information required for divorce certificates and submits to the Department of Vital records, Marshall County Credit Bulletin, and the local newspaper.
· Assists with maintaining all child support cases, assisting the Child Support Magistrate if requested with case files.
· Assists the public and attorneys with research, record checks, filing of documents and providing general information.
· Prepares all certificates of divorce after every court date, audits said file to confirm they are properly completed and submits for approval to the Clerk and Master.
· Certifies copies of Chancery Court Orders for anyone needing to use them in legal matters.
· Issues appropriate process as necessary for case files.
· Files pleadings on existing cases including interrogatories, motions, responses, etc. and adds the cost in the execution dockets.
· Prepares subpoenas, summons, and attachments to be issues by the Chief Deputy or Clerk and Master.
· Prepares and mails notices or docket letters for all of the cases that are on the docket for court to all attorneys and pro se litigants that are involved in the case, when requested to do so.
· Balances and closes assigned cash drawer and provides a copy of all batch receipts along with the cash and checks to the bookkeeper for verification and auditing of the cash drawer.
· Interacts with the District Attorney’s office on issues pertaining to child support and law enforcement agencies on issues pertaining to orders of protection.
· Maintains the condition and security of all papers, records and books belonging to the office.
· Maintains the DHS report log and gives to the bookkeeper to apply the costs charged to the Child Support log for copies, executions or filings of new pleadings charged to the State on a monthly basis.
· Assist the Chief Deputy pulling all court files the day before court day.

· Assist to maintain the condition and security of all papers, records, and books in possession of office.

Necessary Requirements of Work
· Preferably, graduation four year high school degree supplemented with paralegal courses, of record keeping, or generally required office maintenance; considerable experience in court proceedings and office administration; considerable experience working with computerized applications; strong organizational, decision making and interpersonal skills; dedicated attention to detail; or any equivalent combination of education, training and/or experience to provide the following knowledge, abilities and skills:
· Considerable knowledge of Tennessee Code Annotated sections dealing with Child Support, and Domestic Relations court proceedings.
· Considerable knowledge of Rules of Civil Procedures and Local Rules of the Court.
· Considerable knowledge of modern office practices, procedures, and equipment.
· Considerable knowledge of the general operations and functions of other offices in Marshall County Government
· Considerable knowledge of the policies, procedures and instructions of the Clerk and Master and Chancellor.
· Considerable knowledge of the State of Tennessee Child Support Computer system (TCSES) including the release and receipt of purge payments and entering child support payments into the system.
· Considerable knowledge of the Tennessee Judicial Information System (TJIS) and statutorily mandated for filing court pleadings correctly.
· Considerable knowledge of legal issues and proceedings for domestic relations laws including orders of protection, child support, etc.
· Considerable knowledge of the acceptable format in information to be included on subpoenas, attachments, summons and mittimus.
· Considerable knowledge of the 17th Judicial Local Rules and Office procedures as required by the Clerk & Master and Chancellor.
· Ability to apply acceptable accounting and bookkeeping principles and standards when dealing with office related records.
· Ability to prioritize daily, weekly, and monthly activities to ensure the timely completion of all office functions and meet established deadlines and reporting requirements.
· Ability to make arithmetic computations and tabulations in a rapid and accurate manner.
· Ability to communicate effectively in oral and written form utilizing acceptable legal terminology and grammatical form.
· Ability to deal with detailed, confidential, and complex information in a consistent and accurate manner and submit reports as required.
· Ability to establish and maintain effective working relationships with local officials, attorneys, co-workers, and the public.
· Skill in the operation of common office equipment (e.g., FAX machine, photocopier, calculator, postage machine, personal computer, and related software applications. etc.)

Physical Requirements
· This is light to medium requiring moderate static, explosive, dynamic and trunk strength and requiring the exertion of up to 40 pounds of force occasionally and up to 10 pounds of force frequently to move objects.
