Nature of Work

This is very responsible administrative work assisting with the coordination of property assessments for the Marshall County Property Assessors office. Activities associated with the job include assisting with the entry of new construction and land data into the computer system, prorating values, gathering information from various county offices involved with property issues, preparing Request of Review forms for field personnel, and providing assistance to taxpayers, accountants, realtors, attorneys, appraisers, etc. regarding tax assessments, ownership, deed references, appraised values, sales verification, etc. Job responsibilities require a working knowledge of state and local taxation laws and property assessment practices, dedicated attention to detail, strong interpersonal, organizational, and decision-making skills, and the ability to meet existing deadlines and reporting requirements. Job performance is evaluated by the Chief Deputy Property Assessor and/or Property Assessor through review of the accuracy and thoroughness of real property appraisals, interpersonal, organizational, and decision-making skills and expertise in property taxation regulations and practices. Work is also subject to quarterly audits from the State Division of Property Assessments to determine accuracy, adherence to state and county policies and compliance with the state mandated audit program.

Illustrative Examples of Work

· Enters new construction and property improvement changes submitted by staff into the computer and reviews for completeness and accuracy.

· Correlates cards on a weekly basis to ensure that all records are accurate and filed appropriately.

· Assists with the preparation of various reports as required.

· Reviews property transfers for changes in ownership of greenbelt parcels and mails an Application for Greenbelt Assessment to the new owners when necessary.

· Maintains sales verification files of farm and commercial sales and verifies the accuracy of recorded information.

· Cross references real and personal property for new businesses, correct business locations and accurate assessment classifications.

· Prepares and files Request for Review forms for field workers.

· Updates and downloads computer data.

· Assists taxpayers, accountants, attorneys, realtors, surveyors, appraisers, etc. in obtaining information concerning property location, ownership, deed references and appraised values for both real and personal property.

· Ensures the proper coordination of the Property Assessor’s office with other city and county offices and departments including the Trustee’s office, Register of Deed’s office, 911 communications, etc.

· Assists with ensuring the proper assessment of all real and personal property located within the county.

· Performs related duties as required.

Necessary Requirements of Work

Graduation from an accredited four year high school supplemented with additional course work in accounting, business administration, bookkeeping, or related field; considerable experience working in county government preferably in property assessment; considerable knowledge of the laws and regulations governing the assessment of real and personal property in the State of Tennessee; ability to maintain detailed records and related information; experience working with the public; strong interpersonal, organizational and decision making skills; dedicated attention to detail; or any equivalent combination of education and/or experience to provide the following knowledge, abilities, and skills:

· Knowledge of state and local assessment codes, regulations, and policies pertaining to real and personal property.

· Knowledge of accounting practices and mathematical computations associated with the calculation of real and personal property assessments.

· Knowledge of the state mandated personal property audit program.

· Knowledge of greenbelt requirements and property valuation methods and computations.

· Knowledge of the structure and function of county government offices and the relationships required for consistent and uniform dissemination of relevant information.

· Knowledge of commonly used office related software programs including word processing, database management and spreadsheet applications.

· Knowledge of the specialized software program utilized for maintaining property ownership, acreage, structures, improvements, etc.

· Knowledge of property assessment and appraisal practices and techniques.

· Ability to deal with detailed and complex information in a consistently accurate manner.

· Ability to make mathematical computations including addition, subtraction, division, and multiplication in an accurate manner.

· Ability to prioritize job related activities to meet all imposed deadlines and reporting requirements.

· Ability to make appropriate and timely decisions in accordance with established departmental policies and procedures and state laws and regulations.

· Ability to organize and maintain job related information in an organized and accessible manner.

· Ability to interact with local officials and professionals, co-workers, and the public in a courteous and tactful manner.

· Skill in the use of computer hardware components and applicable software applications.

· Computer and Microsoft Office knowledge required.

· Must be self-motivated and able to work in a team environment.

Necessary Special Requirements

· Possession of a valid Tennessee Driver’s License and the ability to be insured at standard vehicle liability rates.

Physical Requirements

· This is light to medium work requiring moderate static, explosive, dynamic and trunk strength and requiring the exertion of up to 40 pounds of force occasionally and up to 5 pounds of force frequently to move objects.

· Work requires considerable flexibility, mobility, and speed of limb movement.

· Work requires moderate effort and stamina.

· Work requires both gross body equilibrium and coordination for balancing, bending, stooping, kneeling, and walking.

· Work requires considerable arm/ hand steadiness and manual and finger dexterity.

· Vocal communication is required for expressing or exchanging ideas by means of the spoken word.

· Hearing is required to perceive information in both quiet and noisy environments and determine the direction of sounds.

· Visual acuity is required for the operation of office equipment, determining the accuracy and thoroughness of work, color differentiation, and observing general surroundings and activities.

· The worker is subject to inside and occasional outside environmental conditions.
