What are the responsibilities and job description for the Property Field Reviewer position at Marshall County Government?
Nature of Work
This is responsible technical and field work performing property assessments and reviews, assisting with the coordination of the Marshall County Property Assessor’s office, for the purpose of performing a mass reappraisal. Activities associated with the job include the assessment of properties within assigned geographic areas located within the county including all improvements and new construction, assisting with the entry of new construction data into the computer system and providing assistance with relevant documentation. Additional activities include assisting with general office administration responsibilities and providing assistance to taxpayers, accountants, realtors, attorneys, etc. regarding assessments, ownership, deed references, appraised values, etc. Job related duties require thorough knowledge of state and local property assessment related regulations, statutes and codes, considerable experience performing property and structure inspections, good organizational, interpersonal, and decision-making skills, dedicated attention to detail and the ability to prioritize daily activities to consistently meet existing deadlines. Work activities also require sufficient strength and stamina to perform the physically demanding aspects of the job in a variety of weather conditions due to the field work required. Job performance is evaluated by the Chief Deputy and Property Assessor through review of knowledge and expertise of conducting property assessments, ability to interact effectively with property and business owners, organizational and decision-making skills and accuracy, timeliness, and thoroughness of work-related information. Work is also subject to quarterly audits from the State Division of Property Assessments to determine accuracy and adherence to state and county policies and compliance with the state mandated audit program.
Illustrative Examples of Work
· Measures and lists new improvements discovered by onsite review on the same basis as similar improvements were assessed during the last revaluation to achieve equalization of values ensuring that changed assessments for individual taxpayers shall not result in inequality or destroy the uniformity of assessment intended to be achieved by the reappraisal program.
· Recodes buildings and structures using standard coding methods upon the addition of square feet to the improvement.
· Removes improvements that have burned, moved, been demolished, deteriorated, been condemned and/or quarantined and revalues improvements that have been remodeled, had additions, added fixtures, finished basements or other added market value(s).
· Corrects any errors observed in the listing of real property parcels including incorrect square feet, structural elements, double assessed buildings or land, incorrect billing addresses, etc.
· Pulls construction codes and checks parcels to determine if new construction is complete, determines the year of assessment and prorates accordingly.
· Submits information regarding all new construction and property improvement changes, makes any necessary adjustments and ensures the information is entered accurately into the computer database.
· Measures and lists new construction by gathering permits, notices of completion, new 911 numbers and request for review forms.
· Reviews mobile home parks located in the County to determine any changes and makes notations on the appropriate appraisal card for keying into the database.
· Assists with maintaining yearly reports filed for mobile home parks, inventories, value, and owner/renters.
· May assists taxpayers, accountants, attorneys, realtors, surveyors, etc. in obtaining information concerning property location, ownership, deed references and appraised values for both real and personal property.
· Assists with ensuring the proper assessment of all real and personal property located within the county.
· Participates in Emergency Damage Assessment during county disasters.
· Oversee county vehicle maintenance and keeps vehicle clean and tidy; reports any required servicing or repairs needed to Chief Deputy or Assessor.
· Performs related duties as required.
Necessary Requirements of Work
Graduation from an accredited four year high school supplemented with additional course work in accounting, business administration, or related field; considerable experience working in real estate appraisal and/or property assessment; ability to maintain detailed records and related information; considerable experience working with the public; strong organizational and decision making skills; dedicated attention to detail; sufficient strength and agility to perform the physically demanding aspects of the job in a variety of weather conditions; or any equivalent combination of education and/or experience to provide the following knowledge, abilities, and skills:
· Thorough knowledge of state and local tax codes, regulations and policies pertaining to real and personal property including T.C.A. Code 67151601(3) and T.C.A. Code 6751603(a)(3).
· Considerable knowledge of state and local codes, regulations and policies pertaining to the assessment of real and personal property.
· Considerable knowledge of accounting practices and mathematical computations associated with the calculation of real and personal property assessments.
· Considerable knowledge of the structure and function of county government offices and the relationships required for consistent and uniform dissemination of related information.
· Considerable knowledge of commonly used office related software programs including word processing and spreadsheet applications.
· Considerable knowledge of the specialized software program utilized for maintaining property ownership, acreage, structures, improvements, etc.
· Considerable knowledge of property assessment and appraisal practices and techniques.
· Ability to deal with detailed and complex information in a consistently accurate manner.
· Ability to prioritize job related activities to meet all imposed deadlines and reporting requirements.
· Ability to organize and maintain job related information in an organized and accessible manner and ensure the confidentiality of protected or sensitive information.
· Ability to make appropriate job-related decisions within existing state and local guidelines and policies.
· Ability to interact with local officials and professionals, coworkers, property owners and the public in a courteous and tactful manner.
· Ability to perform the physically demanding aspects of the job in variety of weather conditions.
· Knowledge of office equipment/computers, strong math skills and computations.
Necessary Special Requirements
· Possession of a valid Tennessee Driver’s License (Class D) and the ability to be insured at standard vehicle liability rates.
· Preferred work experience in property assessments, appraisals, GIS, construction, or real estate.
Physical Requirements
· This is light to medium work requiring moderate static, explosive, dynamic and trunk strength and requiring the exertion of up to 50 pounds of force occasionally and up to 10 pounds of force frequently to move objects.
· Work requires considerable flexibility, mobility, and speed of limb movement.
· Work requires moderate effort and stamina.
· Work requires both gross body equilibrium and coordination for balancing, bending, stooping, kneeling, and walking.
· Work requires arm/ hand steadiness and manual and finger dexterity.

· The worker is subject to inside and frequent outside environmental conditions and is subject to extremes in hot and cold conditions, inclement weather, and occasional hazards i.e., dogs, angry property owners, etc.
