EDUCATION and/or EXPERIENCE
Bachelor's degree in Engineering or related discipline and a minimum ten years of progressively responsible experience in planning, design, administration and implementation of system wide infrastructure (building infrastructure and systems, rail stations, rail yards, bus garages, rail track/trackway, structures, utilities, parking lots), preferably in a rapid transit environment. Thorough knowledge of infrastructure contract development, preparation, and administration required. Highly effective verbal, written, analytical, problem solving, planning and negotiating skills necessary. Registration as a Professional Engineer in Georgia desirable. Supervisory experience required. In lieu of a degree, directly related experience may be substituted on a year-for-year basis.
Summary
Directs MARTA's long range Capital Improvement Program (CIP) for rehabilitation, enhancement, expansion, safety, and regulatory compliance of complex infrastructure, including but not limited to, station rehabilitation, track renovations, bus and rail maintenance buildings, full infrastructure system replacements, fare collections, audio visual information systems, and other transit infrastructure required to be brought to a state of good repair. Serves as the lead in the solicitation and selection of architectural and engineering consultants, management and administration of consultant contracts, and payment of invoices. Directs MARTA and contract personnel, including other business units, in the implementation of all activities related to MARTA's design and construction projects to ensure scope schedule compliance and budget adherence. Manages all contracts related to equipment rehabilitation and maintenance of existing infrastructure. Makes recommendations and presentations to the Executive Management Team (EMT) or Board of Directors on technical matters pertaining to State of Good Repair Engineering. Provides recommendations and advises the Assistant General Manager of Infrastructure of items affecting daily operations. Provides technical oversight to the General Engineering Consultant's (GEC) and specialized A/E firms.

Manages and supervises all personnel assigned to Infrastructure Engineering and oversees all infrastructure work performed by General Engineering Consultant (GEC) or specialized consultants. Interviews, hires, and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.
CERTIFICATES, LICENSES, REGISTRATIONS
Registration as a Professional Engineer in Georgia desirable.

Salary Range: $114,447-$171,670

- Serves as the lead in the solicitation and selection of architectural and engineering consultants, management and administration of consultant contracts, and payment of invoices.
- Provides support throughout the full state of good repair project lifecycle including planning, design, implementation, testing, operations and maintenance support and decommissioning. This includes refresh, rehabilitation and replacement of infrastructure and components.
- Directs MARTA and contract personnel, including other business units, in the implementation of all activities related to MARTA's design and construction projects to ensure scope schedule compliance and budget adherence.
- Manages all contracts related to equipment rehabilitation and maintenance of existing infrastructure.
- Provides support throughout the full infrastructure project lifecycle including planning, design, implementation, testing, operations & maintenance support, decommissioning, refresh/rehabilitation and replacement of infrastructure components based on useful life.
- Manages and oversees the program management of contracts during the design, manufacturing, installation, and testing to ensure requirements of the Contract are met. Coordinates contract activities with Technology, Contracts and Procurement, Legal, Budget, Finance, Architecture, Construction and Project Controls.
- Participates in meetings as required, including planning, design, pre-bid, pre-construction, progress, partnering, negotiation, and audit review meetings.
- Makes recommendations and presentations to the Executive Management Team (EMT) or Board of Directors on technical matters pertaining to state of good repair projects.
- Performs other duties as assigned.
