What are the responsibilities and job description for the Cybersecurity Administrator position at Martin County Board of County Commissioners?
The position is responsible for protecting the organization's IT infrastructure, network, and data by identifying and mitigating security risks. This role involves monitoring network traffic, investigating security breaches, developing security protocols, and ensuring compliance with government cybersecurity standards. Will work closely with other IT professionals to implement and manage cybersecurity measures to safeguard sensitive information.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Continuously monitor networks and systems for potential threats, suspicious activity, and breaches. Analyze security events to determine the cause, impact, and resolution.
Lead or support the response to cybersecurity incidents, including investigation, containment, mitigation, and recovery.
Conduct regular vulnerability assessments on the organization’s network, systems, and applications.
Work with ITS teams to remediate identified vulnerabilities.
Collaborate with ITS staff to design and maintain a secure ITS infrastructure. Recommend and implement security controls to protect systems and data.
Ensure compliance with relevant government regulations, industry standards, and best practices. Conduct risk assessments to identify potential security risks and propose mitigation strategies.
Develop and maintain security policies, standards, and guidelines. Provide training and guidance to staff on cybersecurity awareness and best practices.
Configure and manage cybersecurity tools and technologies.
Maintain documentation of security incidents, actions taken, and resolutions. Generate reports on security incidents, vulnerabilities, and compliance status for management review.
KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of terminology relative to department assigned materials and procedures.
Knowledge of wide area networking (WAN) architecture, including fiber optic cable, T1/Frame Relay, Fast Ethernet, DSL/Cable Modem, Wireless, CSU/DSU's and other modern configurations.
Knowledge of pertinent RFC's, network management (SNMP, MIB's), VoIP, understanding of the OSI layers.
Knowledge of both networking hardware (switches, routers) and familiarity with network security, including SSH, VPN and firewall concepts.
Knowledge of data communications technologies, including TCP/IP, IP addressing and subnetting and routing protocols.
Knowledge of and proficiency with computers, emphasizing microcomputers, workstations and local area network software running on Ethernet technology.
Knowledge of Ethernet implementations linked to Intel Pentium/Xeon-based hardware platforms.

Knowledge of Microsoft Windows and Redhat (or other) Linux operating systems is preferred.
Knowledge of Microsoft Office Suite, Microsoft Project and Microsoft Visio software tools is preferred.
Knowledge of PBX systems.
Working knowledge of NEC 9500 series phones systems is strongly preferred.
Significant knowledge of phone system maintenance and management highly preferred.
Ability to support a large, complex LAN/WAN consisting of 900 desktops/users and 200-plus network devices supporting the county network and Constitutionals.
Ability to understand oral and written instructions, maintain good working relationships with end users, and exercise initiative and sound judgment in making decisions.
Ability to be flexible and continually adjust to a dynamic information technology environment.
Ability to use computers for data entry, word processing and accounting purposes.
Ability to repair, develop or install telecommunications systems and computer hardware or network systems.
Must possess a Bachelor's degree in Computer Science, Information Technology, Cybersecurity, or closely related field and four (4) years of experience in cybersecurity, information security, or IT security analysis.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver’s License
Possession of current certification from a vendor-neutral Security certification body preferred.
Possession of current security certification from a major security hardware or software vendor or other certifications at the discretion of the hiring manager preferred.
Possession of Certified Information Systems Security Professional (CISSP) or Certified Information Systems Auditor (CISA) preferred.
