Project management, civil engineering design and engineering oversight of specific utility projects. Primary function is to manage and review the various activities of consultants, contractors, and staff in the planning, design, and construction of utility capital improvement and infrastructure preservation projects.  Complex technical and professional work requires considerable contact with permitting agencies, utilities, and other County departments as well as public and private individuals and organizations. A good level of independent professional judgment and decision making is essential.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Reports to and assists the division manager in planning and administering the activities of division and department objectives. 


Oversees the planning, coordination, engineering review and construction management of several utility capital improvement projects. This includes, but not limited to coordinating with the Utilities engineering consultant(s) on the development of projects, both scoping and throughout the project development. Included in this effort will be to oversee and review any hydraulic modeling performed either in-house or by a consultant.


Coordinates with other permitting agencies on matters as it related to the Utilities Department.


Coordinates and oversees private and public projects (i.e. private development or another government agency) when related to the impact of the County's utilities (water, wastewater, reuse).     

Responsibilities on private development include the development and review of Utilities Agreements.

Identifies proposed right-of-way needs and coordinates acquisition of temporary and permanent easements. 


Liaisons with utility companies and their agents in the construction and relocation of facilities. 


Oversees the preparation of construction drawings and specifications and prepares bid documents.


Responsible for all project reviews including design, quality control, value engineering and constructability.


Prepares scope item quantity calculations cost estimates and prepares request for proposals.


Reviews and negotiates proposals.  


Conducts planning and design meetings, pre-bid meetings, pre- construction meetings, construction progress meetings.  


Monitors construction schedules for expenditures and timeliness and compliance with capital projects budget.  


Directs the activities of the project from start to finish; develops progress reports and analysis to ensure that the project is on schedule and within budget.  


Negotiates various proposals, contracts, agreements and change orders necessary for the successful completion of the project.  


Experienced in the area of project management and administration from the development phase through implementation phase.  


Perform licensed certification, as required by regulatory agencies. 


Makes adjustments to the project as needed in order to respond to unseen forces or unanticipated activities that may affect a project.


Reviews and executes project close out documents and coordination of turnover to maintaining agency.  


Prepares technical reports and presentations


Reviews and performs acceptance inspections for projects constructed by others. 


Develops a punch list of deficiencies based on field review.  


Performs work related to this job description as required.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of civil engineering and specifically water and wastewater utility; principles and practices of construction administration; local building codes/design standards, state and federal permitting requirements, and the preparation of related financial grant applications.  


Knowledge of construction processes and procedures, materials, methods, and equipment as they relate to civil engineering projects.


Knowledge of local, state and federal permitting criteria.  


Knowledge of construction inspection methods, change orders, review and processing of pay requests.


Knowledge of computer hardware and software programs utilized in the performance of job-related tasks.  


Ability to plan and direct the work of professional engineers, technicians, contractors, and inspectors in a manner conducive to effective performance.


Ability to apply engineering knowledge of specific administrative and technical problems.


Ability to identify or make changes to projects as needed in response to unanticipated events that may affect the success of the project.    


Ability to understand planning studies and to analyze information and formulate substantive recommendations based upon such studies.  


Ability to interpret construction plans for roadway, bridge, drainage, stormwater treatment area, building, utility, parks, and landscape projects.  


Ability to estimate quantities and costs for construction of proposed projects.  


Ability to review and recommend approval of plans and specifications prepared by others.  


Ability to present ideas and design proposals graphically, verbally, and in writing to Elected Officials, Administration, County staff, other governmental agencies, and the public.

Graduation from an ABET accredited college or university with a Bachelor's Degree in Civil Engineering or related field, possess an Engineer in Training certification (successful completion of the Fundamentals of Engineering exam), and three (3) years of experience in review, design, and/or construction of utility related projects.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.


CERTIFICATES, LICENSES, REGISTRATIONS: 

Must possess a valid Florida Driver’s License


Licensed as a Professional Engineer in the State of Florida or must be licensed within twelve (12) months of appointment.
