What are the responsibilities and job description for the Utility Line Locator position at Martin County Board of County Commissioners?

Locates and marks existing traffic and fiber optic communication lines and appurtenances.
Utilize the Sunshine State One Call of Florida by acknowledging locate tickets and entering responses in the Positive Response System.
Prepares written documents verifying marked utilities after damages to expedite claims for utilities repairs.
Prepares various clear and concise written reports and forms including vehicle mileage reports, daily time sheets, work completed documents, etc.
Interacts with contractors, coworkers, and the general public to establish and maintain effective working relationships.
Operates various electronic devices designed to assist in the locating of subsurface utilities including traffic and fiber optic communication lines and appurtenances.
Utilizes common hand tools such as a hammer or screwdriver to open various utility appurtenances enabling direct attachment of locating equipment.
Prepares or updates maps to make corrections for specific plats.
Works with paints using normal protective equipment to mark utility lines.
Sets up and removes traffic cones to facilitate the marking of utilities located in the road.
Organizes daily locate assignments into a route designed to minimize backtracking and increase efficiency in covering an assigned area of the Martin County.
Reads and interprets quarter section and plat maps to locate the utilities so that they can be marked to help prevent and/or minimize accidental damage by contractors or other digging near the Martin County utility lines.
Conducts research or analyzes data regarding excavation locations, construction prints, plat pages and plans to determine actual running line of requested utilities.
Completes log to document work completed using computerized data entry.
Learns job-related material through on-the-job training marking of utility.
Maintains vehicle maintenance records.
Interprets signals and output from electronic detection equipment to locate underground utility lines.
Utilize the Sunshine State One Call of Florida by acknowledging locate tickets and entering responses in the Positive Response System.
Performs assignments in hazardous traffic environments and are required to use appropriate safety equipment and procedures.
Performs work related to this job description as required.
KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the Florida Statue Chapter 225 Underground Facility Damage Prevention and Safety Act and The Sunshine State One Call of Florida and the requirement to respond within two full business days utilizing the Positive Response System.
Knowledge of electronic detection equipment operating procedures, basic markings and symbols used on quarter section and plat maps, project plans, basic computer and software applications; basic computer use and applications; and the general layout of the Martin County roadways.
Ability to exercise considerable initiative in moving efficiently through the day's work assignments.
Ability to distinguish colors to mark utilities with the designated color for the corresponding utility.
Skill in independent judgment must be used, as the accuracy of the locate depends heavily upon how well the reading from the equipment are interpreted.
Ability to establish and maintain effective communications and working relationships with supervisors, coworkers, contractors and the general public.
Ability to maintain a high volume of work output with minimal supervision.
Ability to manually access utility appurtenances such as valve boxes, water meters and wastewater manhole lids.
Ability to work in heavy and hazardous traffic conditions utilizing safety devices, communicate vital information via computer (locate tickets), cell phone, radio and maintain safe operation of motor vehicle and safety related equipment.
Ability to read and interpret electronic quarter section and plat maps to facilitate locating utility lines.
Must possess a High School Diploma or an acceptable equivalency diploma and two (2) years' experience in underground or utility construction-related work involving some responsibility for reading and interpreting project plans, blueprints, electronic quarter section and plat maps, or related materials.
Personal computer (PC) experience and experience using electronic locating devices is preferred.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver's License
Must currently possess, or have the ability to obtain, a FDOT approved Maintenance of Traffic (MOT) Intermediate certification within ninety (90) days of hire.
