SUMMARY
Responsible administrative work directing the Development Review division under the general supervision of the Growth Management Director.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AND ABILITIES

Coordinates the review of development applications.
Supervises staff activities including; review of proposals for development, variances, and various permit approvals; assessment of impact of development proposals and recommending mitigating conditions; development and implementation of land development regulations.
Review of site development standards for permit applications; and participation in site compliance review with other county divisions to ensure compliance with approved development orders and land development standards.
Prepares and maintains reports and records.
May serve as a staff advisor to the Local Planning Agency upon job assignment.
Reviews and evaluates operations of the Development Review Division and recommends changes where appropriate.
Coordinates with other divisions in providing technical input.
Assists in developing policies applicable to land use and development.
Assists the general public and other agencies with planning and / or engineering related information.
Reviews studies conducted by other agencies.
Confers with civic leaders, government officials, resident groups and homeowner associations to identify issues, goals and objectives, and to discuss alternate plans for meeting physical, social and economic needs.
Provides technical and advisory assistance to local governments and agencies in matters of development activities.
Represents the County at local, regional, and state levels on planning and / or engineering policy matters.
Coordinates work with the County, municipal, and regional officials concerning mutual planning and / or engineering issues to effectively coordinate development projects and programs.
Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of accepted planning and / or engineering principles and practices, current development trends, Martin County geography and natural systems, modern regulatory practices and research techniques.
Knowledge of the political, social and economic implications of development regulation, and of the implications for natural, physical, and human resources.
Knowledge of the laws, ordinances and codes dealing with land development, including Martin County's Comprehensive Growth Management Plan, Land Development Regulations, and Code of Ordinances.
Ability to effectively direct and coordinate staff activities and to effectively supervise professional staff.
Ability to supervise maintenance of complex administrative records.
Ability to prepare thorough, complete and readable reports that document the development review process and that provide all necessary information for making development approval decisions.
Ability to maintain satisfactory working relationships with employees, government officials, private organizations, and the general public.
Ability to be effective in written and oral communication.
EDUCATION AND EXPERIENCE
Must possess a Master's Degree in Urban / Regional Planning, Civil Engineering, Public or Business Administration or closely related field and four (4) years' experience in urban and regional planning, land development administration, civil engineering, or general construction with two (2) of those years at a supervisory level.
Additional qualifying education and / or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS :
Must possess a valid Florida Driver's License
AICP certification preferred.
