Position Title: Systems Analyst (Martin County ITS Department)
Pay rate: $69,861.93 annually ( benefits options, PTO and holiday pay)
Hours: Full time M-F 8am-5pm
Location: Martin County Administration Building
Must be able to pass criminal background check, drug test and MVR
Position is contract through reSOURCE Government Services
SUMMARY:
Provides operational, technical and professional work in the planning, design, analysis, implementation, integration, management and support of software application systems implemented to support the automated business functions of the organization.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Supports the development of new in-house software applications and enhancements for existing in-house applications that meet business requirements.
Works with business function managers, users and ITS staff to assist in the development of business requirements and analyze/model current and proposed information and business process flows.
Supports system designs, including functional specifications, design specifications and product deliverables related to projects and assists in post implementation support and enhancement of systems.
Assists in architectural design of systems and new technologies.
Uses project management skills to assure on-time delivery of solutions.
Assists in the re-engineering of system and business related processes.
Assists in the management and maintenance of all production and nonproduction software application systems, including development, upgrades, support, reporting and administration.
Monitors systems for resource utilization and provides ongoing trend analysis for determining current need and forecasting future resource requirements.
Provides recommendations for upgrade paths based on compliance issues, vendor technology roadmaps, business trends and business processing requirements.
Assists in the development of standards, policies, configuration guidelines and procedures for software application systems.
Performs system reporting and query development, develops system documentation, performs on-call systems maintenance, systems migration, arranges or provides training for system users.
Designs and codes programs; evaluates, debugs, documents and implements purchased programs.
Provides written and oral reports of activities to management, users and consultants; participates in post-implementation reviews, revisions and acceptance decisions.
Performs software design and development, unit testing, performing design and code reviews and development of technical documentation.
Performs system analysis, code modifications and functional testing to troubleshoot application production issues.
Performs work related to this job description as required.
KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of computer systems, designs and relational database management system software such as ORACLE and other SQL databases.
Knowledge of Windows systems and their application programming languages and operating systems environment.
Knowledge of and technical proficiency in specific areas of the current development technologies (ORACLE rdbms, ORACLE Application Express (APEX), ORACLE Rest Data Services, Oracle Forms and Reports, Microsoft development platforms and tools, SQL, PL/SQL, JavaScript, HTML, CSS, XML, JQuery, AJAZ, JSON, TOAD, Crystal Reports).
Skill in analyzing end-user problems and identifying solutions.
Skill in the use of software applications with emphasis on web based, hosted and client/server architectures.
Ability to quickly master new technologies as needed.
Ability to effectively communicate orally and in writing.
Ability to maintain effective working relationships.
Ability to exercise initiative and sound judgement.
Ability to document system uses and programs.
Ability to adapt to a dynamic team environment.
EDUCATION and/or EXPERIENCE:
Bachelor's degree in Computer Science, Management Information Systems, Business Administration, Physical Science, Engineering or related area and three (3) years of experience with a wide variety of computer platforms, software and systems applications and relational data base management systems.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver’s License
