POSITION SUMMARY
The Manager, Health Data Informatics (MHDI) is responsible for overseeing the creation, management, and optimization of health data systems and processes at Martin Luther King Jr. Community Health (MLKCH). This role involves leading a team of data professionals, ensuring the integrity, security, and accessibility of health data, and facilitating data-driven decision-making across the organization. The Manager will work closely with cross-functional teams, including clinicians, administrators, analysts, and leadership, to support the organization’s data needs and strategic goals. The ideal candidate will be familiar with Oracle Health (formerly Cerner) Millenium data, hold an active RN license in the state of CA and either a master’s degree or bachelor’s degree and 5 years of relevant experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Interoperability Management
- Develop and implement a framework to ensure the integrity, and usability of health information exchange (HIE) data.
- Ensure compliance with all relevant regulations and standards, particular those pertaining to HIEs, interoperability and health data sharing (including CA AB133, TEFCA, etc.)
- Address technical issues that prevent data exchange, such as mismatched standards or interface failures.
- Collaborate with clinicians to integrate HIE functionality into clinical workflows, ensuring seamless access to external data.
Utilization and Adoption
- Train providers and staff, including system analyst on the effective use of HIE data, emphasizing data ownership and best practices and partner with interface subject matter experts to ensure availability and best practices
- Train and support staff in the effective use of health information systems, promoting best practices and data ownership.
- Analyze health data to generate actionable insights that improve patient care and inform organizational decision-making.
- Monitor and analyze HIE usage metrics to identify gaps in adoption or underutilization by specific user groups.
Stakeholder Engagement
- Coordinate with healthcare professionals and IT staff to optimize the use of health informatics and ensure seamless data exchange.
- Administer data access governance and security standards for third party system access and clinical research access, including audits and ensures compliance with data access, data use policies and oversee data use agreements (DUAs)
- Act as a liaison between clinical users, IT teams, and HIE governing bodies to align priorities and resolve conflicts.
- Create channels for clinicians to provide feedback on HIE usability and data relevance.
- Train clinical staff on HIE capabilities, benefits, and best practices for incorporating exchanged information into patient care.
- Work closely with cross-functional teams, including administrators, analysts, and leadership, to ensure data solutions meet organizational needs.
Data Management
- Develop and enforce data standards, policies, and procedures to maintain data integrity and compliance with healthcare regulations.
- Perform annual review of vendor algorithms to ensure solutions are compliant and not introducing bias or creating other undesirable outcomes
- Provide day-to-day oversight and guidance of MLK data resources
- Assist in developing and maintaining a long-term strategic roadmap for health system’s data analytics., including participating in the organization’s artificial intelligence governance oversight committee.
- Collaborate with departments to standardize data definitions and processes, enhancing data consistency.
- Develop and maintain documentation of data processes and solutions.
- Conduct regular audits to ensure data accuracy and performance.
- Assist in developing a strategic roadmap for the organization’s data capabilities.
Additional Responsibilities
- Stay up to date with trends in healthcare data and leverage new technologies to improve data processes.
- Provide support as needed to troubleshoot and resolve system issues.
- Develop and automate processes for data extraction, transformation, and loading, ensuring data integrity and accuracy.
- Ensure the availability, integrity, and security of data through best practices in data management.
- Adheres to the MLKCH change management process for break fix and any system changes.
- Troubleshoots system issues to resolution or escalation to vendor.
- Successfully engages in multiple tasks and projects simultaneously.
- Exhibit excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
- Provide after-hours “on-call” support to troubleshoot and resolve system issues.
- Other duties as assigned.

POSITION REQUIREMENTS
A. Education
- Master’s degree or bachelor’s degree and 5 years of equivalent experience
- Active Registered Nurse (RN) licensed in the state of California
B. Qualifications/Experience
- 5 years of experience working with healthcare data, preferably Oracle Health EHR (formerly Cerner)
- Relational databases (MS SQL preferred) – foundational knowledge
- Spreadsheets (MS Excel preferred) – intermediate skills
C. Special Skills/Knowledge
- Strong communication and teamwork skills
- Strong problem solving/analysis and customer service skills
- Strong internal and external customer service skills
