Established in1938 by the City Council of Martinsburg, our Housing Authority remains committed to ensuring that everyone, regardless of financial constraints, has aplace to call home. Governed by a five-member Board of Commissioners, each appointed by the City Council, we operate under a mission-driven approach that aimsto create positive impacts on our community. Picture yourself leading this charge as the Executive Director-the driving force behind our mission. As the leader of the authority, you'll guide our dedicated staff and implement policies set by ourCommissioners. The role demands compassion, strategic thinking, and a commitment to upholding the values that define our organization.

Our primary focus is owning and operating public housing with innovation, in addition to administering of the Housing Choice Voucher Program. Backed by the

U.S. Department of Housing and Urban Development (HUD), we receive crucial funds to develop publichousing and navigate the regulatory landscape.

With 327 public housing units spread across five complexes in Berkeley County, and the administration of 348 Housing Choice Voucher units spanning Berkeley, Jefferson, and Morgan Counties, our impact is far-reaching.

ï Represent the Authority both nationally and locally in dealing with elected officials, government agencies, businessleaders, and public housing interest groups.

ï Establish and maintain relationships with other agencies including county and city officials, othergovernmental agencies, and non-profits for the purpose of coordinating and utilizing their services for thebetterment of the programs of the Authority.

ï Keep thoroughly informed on Federal, state, and local law and policies, procedures, requirements andphilosophy of public housing and community development programs, and shapes broad and effective local plans and policies for such activities.

ï Assess and evaluate housing needs of the community and advise the Board of Commissioners andappropriate governmental agencies of findings and recommendations.

ï Hire and develop a strong management staff.

ï Appraise the effectiveness of performance and success of management in meeting assigned goals of theAuthority. Ensure that existing units are soundly managed and maintained in a cost-effective,safe manner.

ï Direct the fiscal, accounting, budgeting control and purchasing programs for the Authority. Initiateprograms and policies that will ensure the maintenance of a sound fiscal position.

ï Safeguard and act as custodian of federal, local and private funds.

ï Ensure the financial integrity and viability of the Authority through sound business practices, comprehensiveinternal accounting controls and an accurate and timely financial reporting system.

ï Serve as Secretary of the Board of Commissioners. As such is responsible for maintaining the records of theAuthority, act as secretary of the meetings and record all votes, maintain a record of all proceedings, act as custodianof the seal of the Authority and have the power to affix such seal when necessary and to execute contracts and legalinstruments as directed by resolution of the Board, keep custody of all funds, maintain books of account and providethe Board with financial reports; perform any other duties incident to the office of Secretary, including submission ofannual reports.

ï Ensure strict compliance of agency programs with federal and state guidelines and regulations.

ï Oversee the development and implementation of goals, work plans, performance measures, and continuousimprovement of service delivery to assist in attaining initiatives and goals, core strategies, and mission through a spirit of service, teamwork and respect. Work respectfully and courteously with other employees.

Knowledge, Skills, and Abilities

ï Comprehensive and thorough working knowledge of urban development, housing management and rehabilitation programs.

ï An established understanding of social, economic and health needs of families of low income.

ï Knowledge of the various phases of municipal government that are closely related to housing and community developmentprograms.

ï Successful experience in the management of complex organizations.

ï Knowledge of the general pattern and operating practices of community organizations and the ability to build partnerships.

ï Ability to balance fiscal restraint and integrity with social responsibility.

ï Ability to exercise sound judgment in analyzing situations and in reaching decisions quickly.

ï Ability to work well with, stimulate and provide leadership to groups and individuals.

ï Strong verbal and written communication, as well as strong interpersonal skills.

02 Acceptable Experience andTraining

ï Five (5) years of experience in public housing management, community development,public administration, or related experience in the affordable housing arena preferred.

ï Masters degree in Planning, Public or Business Administration, or related field from an accredited college or university or demonstrated progressively responsible experience in lieu ofdegree.

ï Significant executive or management experience in the field of public housing, community development, lawor related field.

ï Knowledgeable of maintenance, construction and redevelopment processes and strategies.

  • ï Familiarity with funding sources and opportunities (state, federal, local).

03 Salary and Benefits

ï Retirement eligible after 6 months of regular employment.

ï Health insurance, dental insurance, vision insurance, disability insurance and Group Life insurance available after completing 30 days of regular employment.

ï Paid vacation and sick leave outlined in Personal Policy. Leave accumulation starts at date of beginning regular employment status.

ï Competitive salary - Range in salary study is $108,574 - $160,000 (negotiable commensurate withexperience).

ï Probation period is 6 months from start of regular employment. Employment can be terminated without cause any time during this period.

Pay: $108,574.00 - $160,000.00 per year
