Main Purpose
The Project Manager for the Cyber Resilience Directorate will be responsible for leading and organizing projects for highly skilled cybersecurity professionals in the Maryland Security Operations Center (MD-SOC), Maryland Attack Surface Management (MD-ASM), Maryland Information Sharing and Analysis Center (MD-ISAC), and Maryland Adversary Emulation Program (MD-HACK) teams. This role will oversee the planning, execution, and delivery of critical cybersecurity projects.
The ideal candidate will have a strong understanding of Agile methodologies and project management principles. The Project Manager will work closely with stakeholders to define project scope, manage timelines, and ensure successful project outcomes.
By leveraging Agile methodologies and industry best practices, the Project Manager will streamline project workflows, optimize resource allocation, and mitigate risks during multiple sprints across simultaneous projects. The successful candidate will be able to effectively facilitate communicating technical concepts to both technical and non-technical audiences. This role requires a combination of technical expertise, strong project management skills, and a keen eye for detail. In addition, perform all functions ethically and in accordance with State standards to ensure integrity, transparency, and accountability throughout the project management process.

Position Duties
- Project Planning and Management: Develop comprehensive project plans, utilize Agile methodologies, track project progress, and identify potential risks and issues.
- Stakeholder Management: Build strong relationships with stakeholders, communicate project status, and manage expectations.
- Requirements Gathering and Analysis: Gather and document project requirements, analyze them for potential challenges, and develop detailed project plans.
- Knowledge Management: Oversee project knowledge capture, organization, and sharing to enhance collaboration to drive project success.
- Team Management: Oversee a team to ensure optimal performance, collaboration, and achievement of project goals
- Procurement Management: Responsible for assisting with procurements to source goods and services, ensuring compliance with budgetary and regulatory requirements while fostering effective relationships.
- Risk Management: Conduct qualitative and quantitative analysis in accordance with project management best practices to identify risks, evaluate performance, and facilitate informed decision making.
- Project Closure and Documentation: Conduct project retrospectives, prepare comprehensive project documentation, and ensure project closure activities are completed.
Minimum Qualifications
- Education: Bachelor's degree in Computer Science, Information Technology, Project Management or related field.
- Experience: Must have proficiency with project management tools such as Jira, Asana, or similar. Must have experience using Agile methodologies, including at least Scrum and Kanban.
Preferred Qualifications
Preference will be given to those who also have the following:
- A PMP or PMI-ACP certification
- Experience with cybersecurity concepts and technologies
Salary : $127,000 - $137,500
