The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO) is seeking an Active Transportation Planner (Administrator V). The Active Transportation Planner is responsible for developing, managing, and implementing key Departmental initiatives related to the promotion of active transportation and to ensure that requirements for transparency, design review, and performance measurements are met, as well as oversee the Department’s Bikeways Grant Program and potential future local match grant programs.

Duties of this position include, but are not limited to the following:

  • Develop, manage, and track plans, projects, and programs to support multimodal connectivity and transportation alternatives.
  • Conduct research, provide analysis, and develop mapping tools/protocols to inform performance-based planning, and to inform MDOT’s participation in a variety of designated programs.
  • Draft various types of correspondence to support office initiatives.
  • Evaluate proposed legislation, plans, design documents, and funding proposals in terms of their consistency with relevant standards, their applicability to state and local contexts, and their potential to advance Departmental goals.
  • Develop, track, and execute grant agreements to address needs and protect interests of federal, state, and local agencies in coordination with local jurisdictions and MDOT’s Office of Attorney General.
  • Organize outreach and education strategies.

The current vacancy exists at MDOT TSO in the Office of Active Transportation and Micromobility, which is located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience:
Six (6) years of experience in administrative staff or professional work. Two (2) years of which must have included professional program or project management experience in transportation or land use planning, public policy or design. At least one (1) year of this experience must have been in a supervisory capacity or with responsibility for managing a planning program or project, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

The ideal candidate will possess the following:

  • Strong writing and communication skills
  • Ability to work in teams as well as independently with attention to detail
  • Experience using Geographic Information System (GIS) programs, such as ArcGIS Desktop, to develop maps for transportation and land use planning
  • Interest in promoting active transportation
  • Two (2) years of experience working in the Federal,State,or local Government

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
