The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is recruiting for a Asset Management Program and Prioritization Manager (Administrator VI) within the Office of Planning, Programming and Project Delivery (OPPPD). The main purpose of this position is to support MDOT’s ability to know what assets it owns, the condition of each asset, and where to strategically prioritize system preservation dollars to enhance the multi-modal environment. This role also oversees the development, implementation, and management of the Maryland Department of Transportation’s (MDOT) Strategic Asset Management Plan in coordination with all MDOT Modal Administrations. This position coordinates asset management practices through integrated processes and procedures to capture, maintain and leverage asset information and performance data by navigating the regulatory environment, established federal and state legislative requirements, guidance from Maryland Department of Budget and Management and General Services, contractual relationships, and input from other external stakeholders.
In this Dynamic role, duties include but are not limited to the following:
- Managing the creation, deployment, output, and evaluation of the MDOT Strategic Asset Management Plan and MDOT Asset Management Plan.
- Coordinating and managing four asset specific working groups: human capital procurement/finance, technology and strategic asset management plan creation.
- Providing strategic and tactical direction and understanding of system preservation prioritization needs to include analysis of potential fiscal investments in system preservation and communicating departmental asset data.
- Managing the development, deployment and evaluation of data driven decision making tools while leveraging business intelligence tools, databases, machine learning, and artificial intelligence.
- Managing the development and deployment of assert management initiatives across the department. Items include annual state of good repair financial backlog, annual condition assessments, asset inventory management policies, inspection and conditioning protocol, operations and maintenance policies and practices, and asset risk-based practices.
- Managing the project prioritization process for new capacity projects.
The current vacancy exists at MDOT TSO in the Office of Planning, Programming, and Project Delivery, which is located in Hanover, MD. (Anne Arundel County).

Qualifications
PREFERRED QUALIFICATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate
Experience: Six years of experience in administrative staff or professional work. Five (5) years of this experience should be in capital programming, transportation capital project delivery, or asset management with at least three (3) years in a role supervising a program or work of other employees.
The ideal candidate will possess:
- Strong leadership and communication skills
- Program or asset management experience
- Government agency experience

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
