The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) invites you to apply today to be considered for a position that provides customer service to the citizens of Maryland every day. The MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team.
The Deputy Director of Labor and Employee Relations is accountable for accomplishing departmental goals and objectives, and for furthering agency goals and objectives within general policy guidelines. The position participates in Contract Negotiations with all unions representing MTA employees as part of the administration of a comprehensive labor relations program. In addition, is knowledgeable of all TSHRS Policies and COMAR. Responsible for triage of all cases. Interprets and applies complex rules, regulations and memoranda of understanding. Performs technical review of all decisions submitted by Labor Relations Specialist. Prepares clear and concise administrative reports, including settlement agreements and position papers; analyzes problems, identifies alternative solutions, projects consequences of proposed actions; and implements recommendations in support of agency goals; researches, analyzes and evaluates agreement language, proposals and policies. Working effectively with labor unions and relevant TSO Departments. Authorized to act on behalf of the Director when authority is so delegated.- Supports the Director in negotiations and interprets collective bargaining agreement provisions, rules and regulations; counsels management on labor relations issues and TSHRS policies; provides recommendations, alternative solutions and/or specific actions.
- Manages the caseload of all Step 2 Hearings and Mitigating Circumstance Conferences as outlined in Collective Bargaining Agreements and TSO policies.
- Manages the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies and procedures.
- Provide training and guidance to management and supervisory staff, to maintain consistency in the application of discipline and monitoring work practices to ensure adherence to the collective bargaining agreements and TSHRS polices.
- Plans, directs, coordinates and reviews the work plan for department staff; assigns work activities, projects and programs; technical reviews of work products, methods and procedures; meets with staff to identify and resolve problems.
- Qualifications
- Education: A bachelor's degree from an accredited college or university in Human Resources, Business Management, or Administration, Industrial Organizational Psychology or related FieldExperience: Eight years of experience in administrative staff or professional work. *Five (5) year of required experience must have been involved experience negotiating and interpreting collective bargaining agreement provisions, rules and regulations.
