The DOT Procurement Officer II is the journey level of professional work in a centralized procurement office. The position functions under the general supervision of the Procurement Manager(s)for Maintenance, Construction, A&E, IT and Commodities and require complete knowledge and accurate interpretation and application of applicable federal, state and local laws, policies, procedures and practices. This position deals directly with the general public, private consultants, private contractors, consultants, staff of various other State agencies including all levels of MDOT MVA and MDOT. This position is responsible for a high degree of coordination between MDOT MVA staff and MDOT staff for effective direction and management of various types of procurements. 

This position is expected to exercise discretion and independent judgment concerning procurement actions and decisions which potentially could have significant economic, legal and program-related ramifications for the MDOT MVA facility users, MDOT MVA, MDOT, and the State of Maryland. This position also provides direct support and assistance to the Deputy Director and the Director, Division of Procurement, as well as, gives guidance and direction to other MDOT MVA contract managers and procurement staff.


Some of the essential duties of the DOT Procurement Officer II include, but are not limited to the following: 
  • Reviewing and analyzing procurement requests and assisting in determining the most appropriate procurement method to use such as Competitive Sealed Bid, Competitive Sealed Proposals, Sole Source and Inter-governmental procurements in accordance with Code of Maryland Regulations Title 21, Annotated Code of Maryland-State Finance and Procurement Article, BPW Advisories, and MDOT/MDOT MVA procurement procedures and regulations, for the following types of procurement requests: Maintenance ,Maintenance Services, Construction, Architectural & Engineering (A&E), Information Technology, Commodities
  • Conducting the solicitation, evaluation, negotiation and awarding of the contracts 
  • Procurements must be conducted in a responsible, accurate and timely manner to meet schedules and deadlines. Establishes procurement schedules in accordance with MDOT MVA policy, based on knowledge of internal and external contract processing/administration requirements. Resolves scheduling issues as required.
  • Developing and preparing solicitation specifications, Purchase Order Request for Proposals (PORFP), Task Order Request for Proposals (TORFP), Invitations for Bid (IFB), Requests for Proposals (RFP) and Sole Sources including contract renewals, and assisting in determining the most appropriate procurement method, the basis for award, and the evaluation criteria. 
  • Determining content of specifications based on coordination with recipient agency or department and specific contract objectives and requirements. Determines specifications in context of achievability within procurement and contract management regulations/requirements.
  • Determining advertisement requirements, based on project scope, procurement relations, and the competitive nature of the procurement, and places advertisements in required and appropriate publications, and on eMaryland Marketplace, and faxes/email copies of the solicitation to the Governor’s Office of Small, Minority and Women Affairs and the Maryland Department of Veterans Affairs.
  • Identifying and notifying potential sources and vendors and direct solicits.

MINIMUM QUALIFICATIONS: 

Education:     A bachelor's degree from an accredited college or university.                                

Experience:   Two (2) years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

1.  Candidates may substitute professional contract management or procurement experience on a year-for-year basis for the required education.   

2.  Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.
 
3.  Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.To Apply:
