DESCRIPTION

 

The Maryland Department of Transportation's (MDOT’s) Maryland Transit Administration is recruiting for a Financial Analyst. The Financial Analyst plays a crucial role in ensuring the financial stability and efficiency of the Maryland Transit Administration. As part of the Financial Management section of the Office of Finance, you will be responsible for annual expense projections, budget preparation assistance, other governmental agencies reporting, and MDOT requests. This includes modernizing and maintaining the systems and methods to track those expenses. The Financial Management Section is responsible for financial planning for the Maryland Transit Administration. Financial planning includes budget preparation, budget spending/tracking, financial analysis for special projects, instructional resource for departmental managers and preparation of statistical reports. Your work will directly impact the MTA’s operations, budget planning, and overall financial health. Our customers include all departmental managers, deputy administrators, the administrator and the MDOT budget and financial staff. Meetings outside the office are often necessary.

 

Duties include but are not limited to:

  • Preparing financial and operating data in support of the departments of the MTA. It involves frequent communication with the department managers and responds to the specific situations of each mode. 
    1. The Analyst manages at a minimum $30,000,000 per year. Various analyses include expense projections, operational analyses, identifying efficiencies and cost savings measures. Also, review Fund Certifications and PUR-1 's associated with funding requests to understand the financial impact related to the department.
  • Develop reporting tools either in MS Access or in MDOT's WebFocus application for providing financial data to the field in an expeditious and correct manner.
  • Prepares the monthly Status of Funds for each department.
  • Assist in the development, implementation, distribution and reporting process for the annual operating budget, annual operations spending plan and multi-year forecasts. 
    1. This includes estimates for fare revenue, operating expense and developing models for fair-box revenues.
  • Respond to requests for special analysis and projects.

Education:  Possession of a Bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.
 
 Experience:  
Six years of experience in professional accounting, auditing, budgeting, fiscal or financial management.

The ideal candidate would be highly motivated and detail oriented. The ideal candidate would also possess a strong analytical mindset, exceptional problem-solving skills, and a passion for financial data.

 

Notes:     
 
 1.  Applicants may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
 
 2.  Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required experience.
 
 3.  Applicants may substitute possession of a Master's degree in one of the above specified fields or concentrations for one year of the required experience.
 
 4.  U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
