The State Highway Administration’s (SHA) Office of Policy and Research (OPR) is looking to fill a Knowledge Management Specialist (Administrative Officer II) position. This position will be in OPR’s Research and Knowledge Management Division (Baltimore City). This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this MDOT SHA position or function only. You will need to reapply for any future recruitment conducted for this job classification.  

This is a contractual position, which offers some state paid benefits. 

  Nature of Work:  The Knowledge Management Specialist will be responsible for assisting with the administration and technical support of the Knowledge Management System (KMS) in the Office of Policy and Research (OPR), Research and Knowledge Management (RKM) Division. This position will assist with knowledge management initiatives to optimize agency use of business record management, including policies, through the employment of metadata, taxonomies, storage strategies, retention schedules and governance. Additionally, this position will provide administrative support to the record management liaison to ensure retention schedules, disposition forms and policies are maintained in compliance with policies, regulations or laws.  The Knowledge Management Specialist will conduct research for innovative solutions and seek answers to key questions to drive business decisions through information and knowledge management content analysis. This position will report to the Information Knowledge Management Officer of the RKM Division, leveraging best practices and improving the overall effectiveness of the agency’s knowledge assets by ensuring better access and utilization throughout the agency.

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Two years experience in administrative or professional work.

Selective Qualification: One (1) year of the required experience must have involved experience in project management

Notes:
 
1.  Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
 
2.  Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
 
3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.None.
