The State Highway Administration’s (SHA) Office of Equal Opportunity (OEO) is currently recruiting for a Minority/Disadvantaged Business Enterprise Manager (Administrator III) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: This position will serve as the program manager of SHA’s state funded Minority Business Enterprise (MBE) Program, the federally funded Disadvantaged Business Enterprise (DBE) Program, and the Veteran Small Business Enterprise (VSBE) Program. This position will provide direct oversight of permanent and temporary employees responsible for monitoring subcontractor participation, subcontractor validating payments, and outreach activities. This position is also the lead person responsible for ensuring that SHA is in compliance with regulations and directives relating to the program as contained in the Code of Maryland Regulations (COMAR), Maryland Department of Transportation’s MBE and DBE Program Manuals, and 23 and 49 Code of Federal Regulations.
This position will be responsible for the MBE, DBE, and VSBE contract goal setting process, and the review and approval of the respective program's subcontractor Schedule of Participation Plans. This position will also oversee the development of various business development supportive services programs, as well as reports, including the state's quarterly and annual MBE Procurement Report, the federal semi-annual DBE Uniform Report, and SHA’s MBE Strategic Plan. This position provides technical guidance and direction to various internal and external customers including prime contractors, consultants, small and minority businesses, construction personnel, and mid and senior level managers. This position works in conjunction with the Maryland Department of Transportation’s Office of Minority Business Enterprise, Governor’s Office of Small, Minority & Women’s Business Affairs, Federal Highway Administration, and the contracting community in general in providing assistance to the various interest groups.

MINIMUM QUALIFICATIONS:
Selective Qualification: Three (3) years of the required experience must have involved ensuring compliance with civil rights or minority and/or disadvantaged business enterprise program guidelines.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).
Preferred Qualification:
The ideal candidate should possess the following:
• Experience in the field of civil rights with a concentrated focus on minority and/or disadvantaged business enterprise programs
• Excellent writing skills for preparing formal documents, presentations, statements of work, procurement documents and training sessions
• Excellent oral presentation skills to communicate directly with senior level management and high-level state officials
• Good organizational skills and time management to efficiently manage the M/DBE staff and provide technical support to compliance officers and construction staff on program requirements
• Excellent computer skills including knowledge of MS Word, Power Point, Access, and Excel
• Ability to work independently to ensure program areas are in compliance with state and federal laws and regulations and SHA‘s OEO procedures
• Effective time management skills
• Experience in applying rules and regulations or exercising responsibility for the development of policies or procedures
