Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

This position will act in conjunction with the Manager of the Regulatory Licensing and Investigations Division to ensure the policies, procedures and regulations mandated by the unit or state law are upheld. This position will be responsible for first-line supervision of a designated team of Licensing Specialists with and at the direction of the Manager. The individual who fills this position must have a proven background in the supervision and leadership of others in the areas of criminal, fraud or financial investigations. The incumbent will possess significant experience in report writing, oral presentations and testifying in fact-based proceedings to include, Commission Hearings, Appeal Hearings and Court.

POSITION DUTIES

  • Conducts comprehensive investigations of all persons and companies applying for gaming, sports wagering and Instant Bingo licensure in the state of Maryland.
  • Conducts examinations of FBI/CJIS reports and database searches then analyzes and interprets the results to determine an Applicant’s suitability for licensure.
  • Possesses a working knowledge of Maryland Gaming and Sports Wagering Laws, COMAR and the Division’s policies and procedures that govern the investigation of an Applicant to determine suitability for licensure.
  • Conducts interviews of applicants, references and other relevant parties to corroborate information disclosed on applications submitted for licensure or required to establish a “Mandatory Exclusion” or “Conduct-Based” and “CCU-Based” license revocations.
  • Examines and analyzes financial documents, accounting records, bank statements, business records, public records, tax records and other relevant information to determine the financial suitability of an applicant.
  • Provides testimony at Commission Hearings, Appeal Hearings and MD Court.
  • Travels within Maryland, throughout the United States as well as abroad to complete investigative assignments as required.
  • Maintains a working and current knowledge of the “Mandatory Exclusion” Program and the “CCU-Based” and “Conduct-Based” license revocation process based on the Division’s policies and procedures and state laws.
  • Lends experience. Knowledge and guidance to assigned team within the Division.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes

  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Desired Or Preferred Qualifications

  • Four years supervisory experience of others in the areas of criminal, fraud or financial investigations.
  • This is a lead specific recruitment and the incumbent should possess a working knowledge of the Division’s eLicensing system.
  • This is a lead specific recruitment and the incumbent should possess knowledge of COMAR, the “Mandatory Exclusion” Program, “CCU-Based” Audit Program and “Conduct-Based” license revocations.
  • Ability to communicate effectively with applicants, patrons, casinos, licensed employees, out of state agencies, local state agencies and Local City and County agencies to gather additional investigative information necessary to act on active investigations, employee “CCU-Based” and or “Conduct-Based” license revocations or pending “Mandatory Exclusions”.
  • Working knowledge of FBI/CJIS reports and database searches to include “SAVE”, “Pacer”, “PC Link”, and “MD Judiciary Case Search”.
  • Strong technical report writing skills.
  • Strong analytical skills that involve review of financial documents, accounting records, bank statements, business records, public records, tax records that determine the financial suitability of an applicant.
  • Experience testifying in public forums to include, Commission Hearings, Appeal Hearings and Court.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
