The Maryland National Capital Park & Planning Commission is an award winning organization with over 5,000 employees that administers over 52,000 acres of stream valley parks, large regional parks, neighborhood parks and park-school recreation areas throughout Montgomery and Prince George’s counties. We administer and maintain the park systems, and in Prince George’s County, we are also responsible for developing the County’s public recreation programs.

Our Department of Parks & Recreation has the overall responsibility for planning, supervising and coordinating all park/recreation facilities and services throughout Prince George’s County. The Facility Services Division (FSD) is the largest Division within this Department and is composed of six major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection, Critical Projects (Aquatics, Heavy Equipment and Sustainability) and the Administration section. The mission of FSD is to provide professional, high quality maintenance and maintenance support services for all parks and recreation facilities and to support the diverse work programs of the Parks & Recreation Department in Prince George’s County and its customers.

Examples of Important Duties

Manages the Major Maintenance Section of FSD

  • Set construction management program objectives and priorities.
  • Develops and communicates work and performance expectations.
  • Delegate and monitor the construction/maintenance projects progress.
  • Monitor and evaluate the performance of staff.
  • Coordinated with other sections and divisions on issues that impact their operations.
  • Provide technical expertise and training for direct report staff.
  • Provide overall coordination and direction for construction and maintenance projects.
  • Manage the Major Maintenance budget and ensure the appropriate accounting units and contracts are properly being used.
  • Review, monitor and approve all disbursements to contractors for work performed.
  • Closely monitor contractor compliance as it relates to contracts etc.
  • Evaluate requests from other Divisions and provide timely recommendations.
  • Review plans developed throughout the construction and maintenance process to ensure constructability, completeness, safety and practicality.
  • Ensure that the Lead Construction Representatives effectively track, inspect, monitor and report on all projects.
  • Hold bi-weekly meetings with the Major Maintenance Team regarding all construction projects and review project status, written reports, schedules, and issues.
  • Keep the ELT, SLT and other stakeholders informed on the status of all construction related projects.
  • Ensures that the team utilizes the EAM, E-Builder and other software necessary to meet the job responsibilities.
  • Oversees section’s consultants supervises quality assurance/quality control.
  • Oversees section’s strategic planning, departmental support, inter agency dialogues.

Under direction, manages a County-Wide Park/Recreational infrastructure and facility construction project management, construction inspection; ensures work program and unit effectiveness. Supervises two or more full-time unit staff and oversees the work of consultants and contractors engaged in construction project management and construction inspection. Reviews and approves applications for park permits and may review final construction plans, technical specifications and bid forms. Plans and coordinates construction projects are managed in both design-build and design-bid-build approaches. Works adeptly as a unit manager across the phases of construction consulting in the design, construction and commissioning. Serves as member of the Division’s management leadership team.

Some work is highly sensitive as the work program has substantial County-wide impact. Applies comprehensive knowledge of construction industry and management practices with good working knowledge of related fields such as architecture, landscape architecture and engineering, and knowledge of project management and administrative management to ensure unit products and services are effective. Performs intensive analyses and makes probing assessments of multiple, interactive variables, including uncertainties, to determine effects on key projects and the overall work program. Interacts with people inside and outside the organization to exchange information, coordinate, instruct, guide, advise, obtain agreement or compliance, present and defend and convince or persuade and achieve other desired actions. Meets the FLSA standard for exemption as a supervisor. Performs other duties, as assigned.

Important Worker Characteristics

Comprehensive knowledge of the concepts, principles, techniques and practices of construction management, construction inspection, land surveying and the construction industry. (2) Good working knowledge of environmental engineering, geo-technical engineering, other engineering specialties, architecture, landscape architecture, urban and regional planning, and related fields as they provide context for and support project planning and execution. (3) Knowledge of: Building and building system functionality, maintainability and sustainability including green building objectives, principles and practicalities for site evaluation, value engineering and cost control. The characteristics and uses of construction and building materials include state-of the art technology and materials. Key aspects of land surveying pertinent to projects. County*, Maryland* and Federal codes, industry standards and other guidelines affecting construction such as building codes, use and occupancy requirements, County soil erosion, sediment control, stormwater management and forest conservation requirements, fire protection and historic preservation requirements, US Army Corps of Engineers (USACE) and Maryland Department of the Environment (MDE) requirements, Federal and Maryland construction safety standards, various Code of Maryland (COMAR) Titles, American Society of Testing and Materials (ASTM) standards for various materials, products and methods of construction, Consumer Product Safety Commission (CPSC) Guidelines for Design of Public Playgrounds, and accessibility provisions of the Americans with Disabilities Act (ADA). Commission organization, policies, and procedures (including design and construction management processes).

Working Conditions

Works in both indoor and outdoor settings. Occasionally, moves, bends, and stoops or otherwise positions self, and transports and operates equipment, or lifts, carries or otherwise moves or uses objects weighing up to (or requiring force of) 25 pounds on own and heavier objects with assistance or mechanical advantage. Is occasionally exposed to inclement weather such as rain and high winds, noticeably hot, cold, or humid outdoor conditions and a variety of potential hazards from driving and working in the field at construction sites amid unfinished construction or nearby energized electrical equipment or moving equipment. Maintains situational awareness, adheres to established safety procedures, takes care, and wears personal protective equipment to minimize potential hazards to self. May be subject to various job demands such as high volume of work and tight deadlines.

Minimum Qualifications

  • A Bachelor's Degree in Construction Management, Engineering, Landscape Architecture, Architecture or a related field.
  • Seven years of progressively responsible construction management experience that includes substantive work in the range of duties and responsibilities in this class specification.
  • An equivalent combination of education and experience may be substituted, which together total 11 years.
  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  • Must obtain and maintain a Maryland Responsible Person Certificate ('green card') for soil erosion and sediment control within six months.

It is not all-inclusive and is subject to change. Benefits listed are extended to all Merit System employees of the Maryland-National Capital Park and Planning Commission (M-NCPPC). All plans are optional except the Defined Benefit and Long-Term Disability plans.

Eligibility

You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.

Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)

  • Two (2) times base salary; maximum benefit is $200,000 for each
  • Automatic coverage with opt-out provision

Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)

  • Supplemental – 1,2,3,4, or 5 times base salary; maximum benefit is $750,000
  • Spouse/Dependent Combination - $10,000/$5,000, $20,000/$10,000, or $30,000/$15,000

Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)

  • Employees have 60 days from date of hire to enroll.
  • Employee contributes 8 leave hours each year
  • Annually covers up to 688 hours for own serious medical condition, and 480 hours for parental responsibilities (birthadoption or foster care), and 80-160 hours for serious medical condition of an immediate family member
