Position Summary

The Safe Homes Program Manager oversees the Safe Homes Strong Communities program, ensuring alignment with the Agency’s mission, vision, and values. The Program Manager sets the tone and direction for the program, ensuring smooth and efficient operations, monitoring and forecasting needs, ensuring compliance with funding regulations, and maintaining strict confidentiality for participants. This role directly supervises the Lead Service Coordinator, Housing Specialist, and Job Navigator positions. The Program Manager manages programming across all four Maryland counties served by HRM, requiring a deep understanding of the homeless services and housing environments in each area. Acting as a liaison for key internal and external partnerships, the Program Manager fosters long-term safety and stability for participants experiencing intimate partner violence and actively seeks new partners to address participants' unique needs. Additionally, the Program Manager educates the community about the Safe Homes program model locally, regionally, and nationally and occasionally provides technical assistance. To stay attuned to the needs of individuals experiencing IPV and homelessness, the Program Manager may also maintain a caseload.

The position operates Monday through Friday, from 9 AM to 5 PM, and is based at the Argonne Drive campus in Baltimore City. This role is on-site with the potential of being hybrid, with three days in the office and two days working from home or in the community. Travel within Baltimore City, Baltimore County, Prince George’s County, and Montgomery County may be required up to 20% of the time.

Essential Duties And Responsibilities

  • Directs, manages, and hires staff working in the Safe Homes programs; oversees and coordinates work allocation, training, supervision and performance evaluation of the staff and ensures that all work related to timely, accurate, and effective delivery of services.
  • Directly supervises the Lead Service Coordinator, Coordinators, Housing Specialist and Job Navigator positions, meeting weekly with direct reports for a one-on-one check in, or a team meeting, to provide feedback and direction.
  • Develops and implements program goals and objectives, staffing plans, staff development strategies, program standards, program policy, and written procedures.
  • Manages operations of the Safe Home program, including ensuring a steady workflow of referrals, placements, documentation, and controlled spend-down of grants.
  • Recommends and monitors best practice standards for programming, including participant engagement, eligibility, home visiting, assessing material support needs, and maintaining survivor confidentiality.
  • Identifies and manages partnerships to support participant safety and stability, troubleshoots systems issues, and provides support.
  • Provides comprehensive coordination of services for a caseload of up to five participants.
  • Determines eligibility, create service plans, coordinate with providers, ensure the completion housing inspection and placement paperwork, and follow up with participants.
  • Maintains accurate and up-to-date paper and electronic participant files in accordance with program standards.
  • Monitors resource materials and complete database audits to ensure accuracy and compliance.
  • Conducts home visits for participants in safe environments in coordination with caseload.
  • Collaborates with Victim Coordinated Entry (VCE) to manage intake coordination, related grants, ensuring compliance and completing reports.
  • Collaborates with HRM programs and leaders to enhance participant experience and serve as emergency backup on the 24-hour hotline.
  • Educates the community about the Safe Homes program model locally, regionally, and nationally, and provide occasional technical assistance.
  • Establishes program policies and procedures with Director’s approval to ensure consistency and effectiveness in service provision.
  • Creates content for and execute training for new and current program staff on engagement, service coordination, advocacy, and domestic violence knowledge skills.
  • Approves budgeted department expenditures, ensuring financial resources are used effectively.
  • Signs off on Service Coordinator rental assistance plans for Safe Homes.
  • Creates and reviews goal plans with participants, adjusting plans as necessary to reflect their progress and changing needs.
  • Conducts offsite visits to agency providers, employers, and landlords to build and maintain relationships and support participants.
  • Recommends participants for admission to HRM programs, including Emergency Shelter or three-day emergency hotel placements pending space availability.
  • Other duties as assigned required or needed.

Pay: $57,000-$67,000

Experience, Education, Certifications/Licenses

  • Five years of progressively responsible experience in counseling, case management, or participant-centered advocacy for individuals affected by trauma, violence, and/or homelessness. A Bachelor's degree or higher may substitute for two years of experience.
  • Demonstrated effective leadership, displaying adept project management skills and the ability to lead teams or projects to successful outcomes.
  • At least one-year experience must be providing direct service to traumatized individuals who have experienced violence.
  • Proficiency in using software to track participant progress and data.
  • Excellent oral and written interpersonal skills with a strong ability to relate to a diverse range of individuals including victims, children, donors, business leaders, and human service providers.
  • Demonstrated ability to provide program support that enables program staff to meet goals.
  • Clean driving record, current state driver’s license, and reliable personal transportation.
  • Oral and written fluency in more than one language preferred (Spanish, French, Urdu, or Arabic highly preferred).
  • Certification in Housing Navigation or Job Coaching preferred.
  • Experience in direct service provision with the Latinx immigrant community preferred.
  • Knowledge and understanding of intimate partner and/or sexual violence.
  • Knowledge of local human services programs/ agencies and housing resources.
  • Must pass Criminal Background Check.
