This position plans, supervises, monitors and reconciles the work of the accounting staff on the Accounts Receivable team in the areas of deposits, working fund, petty cash, invoicing, invoiced accounts receivable, revenue accounts, chargeback, credit card and related accounts. He/She ensures that all revenue and receipts are processed on time in compliance with COMAR regulations, State Comptroller and Treasury policies and guidelines. He/She will provide transaction back-up requests from Audit and assists Budget and Financial Reps on adjusting journal entries, fund transfers and reallocations as requested.

  • Oversees the day to day operations of the General Accounting Section.
  • Analyzes and evaluates accounting systems and procedures to ensure that internal accounting controls are in place and operating efficiently and effectively.
  • Performs advanced level cost accounting and federal fund accounting in the preparation of financial reports for agency management as well as for federal reporting.
  • Performs grant reconciliations between the statewide accounting system (R*STARS) and the federal reporting system (G5).
  • Assesses the branch operations to identify accounting functions which would benefit from changes in methods or procedures.
  • Reviews the work product of the Section to ensure technical proficiency and establish performance standards to identify and report factors affecting work quality.
  • Provides technical support for office automation services; and acts as software compliance officer for the Accounting Branch

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes

  • Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
  • Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
  • Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.
  • Applicants may substitute one year of professional auditing experience for one year of the required general experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Advanced skills or experience using Microsoft Excel to prepare and maintain statistical reports, creating spreadsheets, creating, and using pivot tables to analyze data, and manipulating data in various formats.
  • State supervisory experience supervising staff in a budget or financial setting.
