The State Highway Administration's (SHA) Office of Highway Development, Plan Review Division is recruiting for an Assistant Division Chief, ESC/SWM/Small Pond Reviews (Transportation Design Engineer VI) position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: This position serves as the Assistant Division Chief (ADC) for the Plan Review Division (PRD) of the Office of Highway Development. PRD has delegated authority for review and approval of SHA projects for stormwater, sediment control, and small ponds in accordance with all applicable Maryland Codes and technical documents. This position supports the PRD and the Division Chief as a liaison to internal and external customers. The main purpose of this program is to protect the water resources of the state of Maryland from the adverse impacts of soil erosion, sediment deposition and increased stormwater runoff resulting from construction activities undertaken by state and federal highway projects in both construction and maintenance. This will be accomplished through a series of regulatory activities including technical review of erosion and sediment control plans, stormwater management plans, computations, and construction projects. Through implementation of the plan review and approval process, PRD ensures that all projects provide water quality and quantity control measures that treat and manage stormwater runoff during and after construction in accordance with regulations established by the Sediment Control Act and the Stormwater Management Act. Reviews are prioritized by SHA advertisement schedule needs.

Additional duties may include the following:

  • Supervises, manages, and develops a multi-disciplinary team of transportation design engineers and consulting engineers supporting the responsibilities of the division.
  • Works to complete and update the strategic plan with the Division Chief prioritizing work for short- and long-range goals to ensure protection of the environment regarding erosion and sediment control and stormwater management measures for SHA projects and to ensure compliance with other relevant permits and efficiently deliver projects and full completion of those projects.
  • Supports and advances PRD’s goal to provide consistent reviews with predictable timeframes.
  • Provides technical expertise for SWM, ESC, and Code 378 subjects and innovative solutions.
  • Assists the Division Chief in strategizing workforce needs and procurement. This may be state or consultant engineering staff or other.
  • Assists the Division Chief in establishing and determining the review priority of projects based upon the applicant's schedule requirements, staff workload, number of special assignments, etc.
  • Assists the Division Chief in the negotiation and administration of the Program’s Water Quality Banking Agreements between SHA and MDE.
  • Assists with the development and preparation of guidelines and/or technical practices that explain and clarify the laws, rules, regulations, and policies regarding stormwater management and erosion and sediment control measures for projects.
  • Assists to obtain and/or retain SHA’s approval designation for Code 378 small pond review and approval.


Salary : $89,913 - $145,151
