Job Summary:
The Director of Instruction and Categorical Programming is responsible for the development, implementation, and evaluation of instructional programs and categorical funding initiatives. This role ensures compliance with state and federal regulations while driving academic achievement through equitable, evidence-based practices. The Director collaborates with district leadership, school administrators, and instructional staff to support high-quality teaching and learning across all schools to ensure improved academic outcomes for all students.
Essential Duties and Responsibilities:
- Provide leadership in the planning, development, implementation, and evaluation of high-quality instructional programs aligned to State Standards (or applicable state standards).
- Direct and monitor the effective use of categorical funds to support student achievement and compliance with federal and state regulations.
- Oversee Title I school programs ensuring comprehensive needs assessments and school plan alignment.
- Support the development, implementation, and monitoring of School Plans.
- Collaborate with principals and instructional coaches to strengthen core instruction, intervention, and acceleration strategies across all grade levels.Analyze student achievement data (i-Ready, Lexia, SBA etc.) to inform program decisions and resource allocations.
- Coordinate services for English Learners, foster youth, homeless students, and low-income students.
- Provide professional development for administrators and instructional staff in areas such as data-driven instruction, English Learner strategies, differentiated instruction, and MTSS.
- Supervise and support site and district staff assigned to categorical programs, including compliance and instructional support personnel.
- Prepare and manage budgets for categorical programs, including monitoring expenditures and submitting all required reports.
- Stay current on state and federal education legislation, policies, and instructional trends impacting K–12 education.
- Supervise and evaluate staff assigned to instructional support and categorical program roles; possible principal supervision duties.
Qualifications:
Education and Experience:
- Master’s degree or higher in Education, Educational Leadership, or related field; valid Washington State Administrative certificate or the ability to obtain a Washington State Administrator certificate; five years successful teaching experience and three years of administrative or leadership experience with responsibility for curriculum and/or categorical programs at the school or district level or equivalent combination of education and experience.
- Experience and/or training with cultural, ethnic, and language diversity preferred
- Successful Washington State Patrol and Federal Bureau of Investigation Fingerprint Clearance
- I-9 Employment Eligibility in compliance with the Immigrations Reform and Control Act

Working Conditions:
The work environment characteristics described are representative of those an employee encounters while performing the essential functions of this job. Work environment will include an office and multiple district buildings. Work requires the ability to operate a motor vehicle to travel between work sites and also requires inspection of facilities, which can include climbing ladders and working in confined spaces and high places. The employee may be confined to a work area; required to have precise control of fingers and hand movements; experience constant interruptions and inflexible deadlines; and must be able to stoop, crouch, crawl, bend, kneel, and stand for periods of time. The employee will need to respond at all hours to emergent situations and is required to deal with distraught and/or angry persons and is exposed to infectious diseases carried by children. The noise level in the work environment is acceptable to this particular environment and can vary depending upon daily activity but will remain within acceptable ranges.

Evaluation:
This position shall be evaluated periodically by the Executive Director/Chief Academic Officer pursuant to the currently established district procedures and evaluation criteria. The process shall include an evaluation of the employee’s performance of the above essential job functions
