Position Summary:
The Executive Director of Special Education provides leadership, management, supervision, evaluation, coordination, and direction of all special education programs and services for students identified with disabilities. Responsibilities include creating and managing budgets, supervision and evaluation of district-level staff, coordination of special education instructional programs, strategic planning, supporting equitable evidence-based practices and programming, and monitoring compliance to meet state and federal mandates, The Executive Director also works with building leadership to articulate the district’s strategic plan and provide visionary leadership necessary to attain goals.

- Monitors the effectiveness of special education programming and provides guidance to other Executive Directors, Directors, and the Superintendent regarding programmatic changes and expectations that ensure increased student achievement and social-emotional learning for students receiving special education services.
- Develops, refines, and reinforces district referral and placement protocols.
- Supports the development of program articulation and the enrichment of a continuum of services.
- Communicates effectively with staff, principals, district-level administrators and supervisors, and parents.
- Provides updates to the Board of Directors as requested.
- Facilitates and engages with the district special education staff in the identification and support of programmatic priorities.
- Supports building administrators and school-based staff in navigating special education compliance and decision-making.
- Facilitates or supports the facilitation of district-level or out-of-district program placements according to articulated protocols; supervises out-of-district placements and reviews contracts for both in-district and out-of-district placements.
- Ensures equitable FTE distribution for special education programs in all district schools.
- Participates in IEP meetings, mediations, and due process hearings to resolve issues specific to special education.
- Collaborates with program specialists (Psychologists, OT/PTs, SLPs, DLP teachers) and administrators to ensure effective implementation of special education district-level programming.
- Oversees reporting and compliance, including preparation and submission of all reports and data for federal, state, and district monitoring of special education.
- Analyzes budgets, revenue, expenditures, adjustments, and grants in collaboration with Finance staff.
- Supervises the calculation and submission of the annual Safety Net reports/applications.
- Manages conflict resolution, including consultation, facilitation, and mediation within the district’s special education programs.
- Responsible for oversight of state and federal compliance related to IDEA.
- Performs other duties as assigned.

Required Qualifications
- Valid Washington State Administrator certificate or the ability to obtain a Washington State Administrator certificate.
- Valid Washington State Teaching certificate in Special Education or a service/instructional area within Special Education.
- Previous experience as a Special Education service provider and/or in the management and supervision of a Special Education program.
- Demonstrated ability to work effectively, courteously, and cooperatively with individuals from a diversity of backgrounds.
Preferred Qualifications
- Minimum five (5) years’ successful teaching experience preferred.
- Successful Building Administrator experience preferred.
- Experience and/or training with cultural, ethnic, and language diversity preferred.
Special Requirements
- Valid Washington State driver’s license
- Washington State Patrol and Federal Bureau of Investigation Fingerprint Clearance
- I-9 Employment Eligibility in compliance with the Immigrations Reform and Control Act
- Completion of all district-required trainings within thirty (30) calendar days from hire date
Language Skills
Ability to read, analyze, and interpret governmental regulations, forms, plans, and reports specific to school administration.
Ability to draft routine reports and correspondence. Ability to effectively present information and respond to questions from
groups of staff, students, and parents.
Physical Demands
The usual and customary methods of performing the job’s functions requires the following physical demands: occasional
lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, reaching, handling, and standing on your feet
for extended periods of time. While performing the duties of this job, the employee is regularly required to walk, sit, stand,
and occasionally crouch or kneel and frequently bend or twist at the neck and trunk. Successful performance requires
specific vision abilities that include close vision, distance vision, and peripheral vision. The physical demands described

Work Environment
The work environment characteristics described are representative of those an employee encounters while performing the essential functions of this job. Work environment will include an office and multiple district buildings. Work requires the ability to operate a motor vehicle to travel between work sites and also requires inspection of facilities, which can include climbing ladders and working in confined spaces and high places. The employee may be confined to a work area; required to have precise control of fingers and hand movements; experience constant interruptions and inflexible deadlines; and must be able to stoop, crouch, crawl, bend, kneel, and stand for periods of time. The employee will need to respond at all hours to emergent situations and is required to deal with distraught and/or angry persons and is exposed to infectious diseases carried by children. The noise level in the work environment is acceptable to this particular environment and can vary depending upon daily activity but will remain within acceptable ranges.
